Today’s global competition environment is along with quick changing oftechnology. The enterprise only rely on own strength to fully grasp the knowledge andlearning all of the latest technology is more and more difficult. Constructing certainnetwork relationship with the outside world (upstream and downstream enterprises,peer enterprises, scientific research institutions, government agencies, financialinstitutions and other organizations) playing an important role in technologicallearning and improving technological innovation performance.Numerous studiesdiscussed from different angles show that the network relation intensity has influenceto the enterprise technology innovation performance. This article selects theperspective of technological learning cost to analyzed and discussed the relationshipbetween network intensity and technology innovation performance.This study thinks that network relationship intensity through influence on theenterprise technological learning cost, which affect the technological innovationperformance. The main research work includes:(1) Base on sorting and review therelevant research involving network intensity, technological learning cost andtechnological innovation theory and existing research results, establishing thetheoretical model of this study, and put forward a theory hypothesis of this research;(2) Use the pre-survey date for reliability and validity testing to determine the scalesof the network relationship strength, technological learning cost and innovationperformance;(3) Combining regression analysis method and SME to to validate thetheoretical model constructed in this paper, further clarify the relationship amongnetwork relation intensity, technological learning cost and technological innovationperformance.This paper uses the questionnaire to collect data, recycling effectivequestionnaire126.The empirical part use SPSS17.0and AMOS18.0to analyze thedata, main conclusion is as follows:(1)Base on literature review, academicdiscussions, in-depth interviews,preliminary develop and test the scale oftechnological learning cost which includes20items. Through quantitative research,finally scale includes four dimensions: human resources cost,technology acquisitioncost and absorb cost, equipment investment and switching cost, risk cost andfinancing cost, technology (learning) management cost, with19indicators. The empirical results show that the scale has good reliability and validity, and is suitablefor China’s technological learning cost measurement;(2) the network relationintensity has a significant negative impact on human resources cost, technologyacquisition cost, switching cost, risk cost and financing cost;(3) Technologicallearning cost, technology acquisition cost and switching cost can significantlynegative influence on technology innovation performance, the technology acquisitioncost has the biggest influence on technology innovation performance;(4) Networkintensity has significant positive influence on technology innovation directly, andtechnological learning cost play a mediating role on network intensity and technologyinnovation performance.
