In recent years, with the rapid development of power grid, traditional logisticsmanagement mode from procurement, transportation, storage to supply has not adaptedto the demands of the development of modern logistics technology. Therefore, realizingthe transition from inventory management to external resource management, is aneffective mean for power grid enterprises to reduce production cost and enhanceenterprise market competitiveness.This paper applies the viewpoint of system science, sets up the concept of life cyclemanagement, extends the supply chain management to upstream and downstream, anddeepens the whole process analysis and research of materials from planning, procurement,warehousing, distribution, transportation until return, recycling and so on links to realizethe optimal overall benefits of the life cycle logistics cost management. The mainresearch contents are as follows:(1) Delve into the related theories of power grid project logistics cost, and extendfrom the logistics cost concept to the power grid project logistics cost concept and itsstage division based on the life cycle; then make a detailed description of logisticsprocesses in each stage, and clear the relationship between them; finally expound theinfluence factors of power grid project logistics cost.(2)Describe the power grid project logistics cost optimization model, and putforward logistics cost optimization model based on the projects’ time limit and costproblem, and then transform it into a mathematic model. Subsequently, detailedlydescribe the accounting method of logistics cost and the calculation method of logisticsprojects’ time limit.(3)Make improvements on ant colony algorithm on the basis of fully understandingof ant colony algorithm, and put forward the improvement approach based on adaptiveweight and the improvement approach combined with artificial neural network. Applythe improved ant colony algorithm to the logistics cost optimization, then establishoptimization model and determine optimization steps.(4)In combination with the practical situation of high voltage power transmissionand transformation project in south power network in Hebei province, this paper useslogistics cost optimization model based on the improved ant colony algorithm to makeempirical analysis; the result shows that the improved ant colony algorithm is easier to get the optimal solution than basic ant colony algorithm, and it reduces the calculationtime, expedites the convergence speed and improves the operation efficiency. Using theimproved ant colony algorithm for power grid project logistics cost optimization, caneffectively reduce the logistics management cost and improve the power grid projectoverall quality, and it is of great significance to reduce the power grid project logisticscost as well as make a reasonable resource optimizing configuration.
