At present, the construction and operation of high-speed railway is at the peak in our nation, we also have the longest operating mileage and building scale all over the world. But high-speed rail is a double-edged sword, high-speed rail has the serious destruction to ecological environment and this is not allowed to ignore. Because of the noise, vibration, a serious violation of pollution caused by the super high-speed railway has serious damage to human and animal and plant health, special strengthening of the hundreds of thousands of kilometers long and narrow closed space of expressway, the ecological environment is cut deeply and blocked, thus appear the formation of the "corridor and island effect". So the stronger habitat impact and destruction is inevitable. For environmental cost calculation content and high-speed rail construction and appraisal method is studied. It can improve the efficiency and the level of environmental protection and management of the high-speed rail. The analysis has important theory research and practical application value for promoting the economic and social benefits of the green high-speed rail construction.This paper is based on environmental cost estimation of the whole life cycle of the green high-speed railway,what is focus on is to discuss the construction environment cost content and estimate method of the whole life cycle, it is to establish the system to calculate the construction environmental cost of the whole life cycle of the green high-speed railway. First of all, based on construction environmental cost content of high-speed establish the system of construction environmental cost content of the whole life cycle of high-speed railway, in terms of the whole life cycle, define the basic calculate content of construction environmental cost, currently, some construction environmental cost has not only engineering functions, but also functions in environmental protection, and the paper defines it effectively. Secondly, on the basis of previous railway projects have been completed or opened, gather data of construction environmental cost of high-speed railway, make use of cost-significance method and carry out data compilation and mining, based on engineering characteristics of high-speed railway, establish database of construction environmental cost of the whole life cycle of high-speed railway. Then, use the characteristics of the proposed construction project to be the input, use three layer BP neural network to predict construction environmental cost of the whole life cycle of the proposed, take Changyi high-speed railway for example, the result shows that the model effectively improves the accuracy of prediction and adaptability of construction environmental cost of the whole life cycle.
