In recent years, governments have vigorously promoted national broadband strategy, and the global broadband access market has achieved a rapid development and become one of the compelling areas in telecommunications industry. According to Point Topic’s statistics, the number of the global broadband subscribers increases from6,197million in2002to597million in2011,with the annual compound growth rate of28.61percent. The global broadband market will maintain the rapid growth in the next few years, and in2015the number of global broadband subscribers is expected to reach762million. China has become the world’s largest broadband access services market, at the end of2011, the number of broadband users in China has reached155million, Which counts for26.49%of the total number worldwide.The increase of broadband subscribers leads directly to continuous broadband access services revenue growth. The broadband access revenue of China in telecommunications industry reached88.57billion yuan in2010, and broadband access services has become one of the pillars of China’s telecommunications industry. According to the prediction of the Ministry of Telecommunications Research Institute, China’s broadband access services revenue will reach1850billion yuan in2015.At present, China Telecom, China Unicom and other state-owned relevant monopoly enterprises occupy90%of the broadband market, but private broadband access enterprises occupy only less than10%of the market. According to the Ministry’s statistics, at the end of2011,1168value-added telecommunications enterprises have the business license to the internet access services (ISP) and they own about1631.6million users, and the service revenue increased from4857billion yuan in2007to12.062billion yuan in2011.How to share the market with monopoly enterprises and stand out from other private broadband access businesses, and how to design the scientific and rational development strategic plan have become an important topic. The paper discussed the development of strategic plan and other related issues from three aspects of theoretical support, strategic construction and implementation. This paper pays attention to the XX network company’s current situation. In the private sector and in the development of broadband strategic planning there are some unavoidable problems and shortcomings. mainly as following:First, the development of enterprises lack a clear direction, no long-term, and strategic science goals. A clear direction of enterprise development is the primary element of strategic planning. If there is no clear direction of development, strategic development can not be achieved. And this is the greatest defect of XX Networks enterprise. In recent years, thanks to the rapid development of the telecommunication industry, the company expanded broadband access business rapidly, and improve the business constraints. But due to the rapid development of the Internet industry, science and technology develop and update rapidly. The enterprise that is insensible of the future development directions, will be reduced to the low-end of the broadband access market, others may enter the high-end boutique market even the cloud computing market. What is the company’s long-term goal? Secondly, the company makes random decisient, and there is no scientific decision-making system. Neither the XX Network’s board of directors nor the senior managers lacks the scientific and rational decision-making mechanism, so decisions are susceptible to various factors. The decision made in one minute ago will be changed in next minute. The staff just comprehend a decision, but the next different decision comes. The decisions change so repeatedly, which is easy to make employees feel that they do not need to finish their work quickly. Because no one knows if the job content will be changed in the next minute, the leaders have no method to manage the subordinates and arrange the work for them.The third one is that the company in the market and competitive environment has blind understanding and analysis and in lack the rigorous scientific analysis. To effectively solve the broadband access problems of private enterprises in the strategic planning process, this paper, under the guidance of strategic management, strategic planning school theory, and Andrew strategic SWOT analysis framework holds that to survive the competitive environment, private enterprises must develop a scientific and rational strategic planning to seize the market prospects and space.
