Research On E-procurement Platform Based On Grey Analytic Hierarchy Process Policy Decision-in The Nuclear404Co. Ltd As An Example

In recent years, with the development of information networktechnology, the electronic procurement platforms which connect the buyerand sellers to purchase have gradually emerged. Through these platforms,purchasing companies can use this to release procurement information, tonegotiate the price, to track order delivery, to evaluate supplierperformance, to analyze procurement strategy, to get access to partners, andto get the market information and so on. On the other hand, with thedeepening of the market economy, the competitions between the enterpriseand enterprise group are much fiercer, so decreasing the cost of productionand operation, saving business procurement costs, and improving theirpurchasing performance have increasingly become inevitable choices forenterprises to obtain competitive advantages. Therefore, more and morelarge and medium-sized enterprises chose to build their own electronicprocurement platform independently, in order to improve enterprisecompetitiveness and efficiencies and benefits. However, most of theelectronic procurement platforms are still at a low level in informationexchanging; this paper intends to build an electronic procurement platformwith the function of auxiliary decision-making for the404company ofnuclear, and makes some research on it.The research of this paper is based on the specific background of the404company of nuclear, and adopts the methods combining theories with thepractical cases to research the electronic procurement platform based ongray level decision-making system. Firstly, basic methods and models ofelectronic procurement platform construction are summarized basing on the reviews of the research on electronic procurement at home and abroad.This paper analyzes the main deficiencies and problems in originalprocurement organizational structure and business processes in the404company of nuclear, reorganizes the structure of the supplies center andreconstructs the procurement processes in the company, and then designs aoverall framework of electronic procurement platform for the company.Paper details the construction methods and steps of electronic procurementplatform for scientific decision module, the analysis of the electronicprocurement, on the basis of objective factors, to build a set of indexsystem of electronic procurement platform decisions. In this paper, theauthor illustrates the scientific decision-making methods and steps whichbuild the electronic platform, and a set of decision index system for theelectronic platform has been built, based on analysis of the electronicprocurement objective factors. The grey theory is introduced into thetraditional analytic hierarchy process (AHP) to construct the grey analytichierarchy process (AHP), and used the method to weight indicators ofdecision-making electronic procurement platform by gathering thedecision-makers. Finally, a set of practical score rules have been built toachieve the best goal in decision.
