In order to meet the increasing demand of electricity better, the construction ofpower grid has been received highly importance by this field. Besides, how to carryout the construction of power grid scientific and efficient is a hot topic which hasbeen researched in academia. From the view of better allocation of resource, it isnecessary to make a scientific and rational evaluation on the project to make theproject economic and rational, and avoid the energy wastes leaded by over-invest; itseems that the choice of evaluation method is very important. This not only combinesthe efficiency of economy and society, but also provide sound basis for theconstruction of power grid.The discretion of the power grid construction project investment efficiency willdirectly affect the project investment’s decision-making, if we want to make ascientific and sound evaluation on the investment efficiency, then a scientificevaluation method seems important. In this text, paper first state the theoretical basisof investment efficiency evaluations, and defined the concept of investmentefficiency, then analyze some methods’ advantages and disadvantages often used inefficiency evaluation, paper choose the DEA, and introduced differentiation on thebasis of information weight entropy method to select some input and output indexabout the construction of power grid according to the characteristics of power gridconstruction. On this theoretical base, paper write some algorithm codes of entropy todistinguish, which form a small program and run independently. Finally, put twentynew substations projects in Shandong as models, paper use the DEA to evaluate theirinvestment efficiency and compare its results, in the empirical analysis, thereintroduce the concept “ideal decision making units” to make all units ranked, so toverify the feasibility and effectiveness of DEA.
