The iron and steel industry is an significant basic industry of the national economy,which is an important source of emissions of wastewater, waste gas and other pollutantsas a high energy consumption and high pollution industry, making the increasingcontradiction between the steel industry and the resources and the environment and beingthe focus of the field of implementation of energy conservation. Therefore it is importantand promoting for building "Beautiful China" to the energy efficiency evaluationobjectively and accurately, the same to improving energy efficiency level of a powerenterprise and accelerating the iron and steel industry to take positive socialresponsibility.Through the system analysis of existing research results in the of energy efficiency,based on traditional radial DEA model, reference relaxation-based non-radial, non-angleSBM model and Luenberger productivity index, China’s29provinces’ iron and steelindustry energy efficiency were estimates static and dynamic decomposition during2000-2011, and further using the panel model to research empirically the impact factorsof the energy efficiency in the iron and steel industry.The results show that, a loss ofenergy efficiency is caused by environmental pollution in the steel industry. The energyefficiency in China’s steel industry under environmental constraints exists regionaldifferences, and the eastern efficiency value is higher than that of the central and westsections. There are five best practice provinces in the steel industry consideringenvironmental considerations, including Shanghai, Tianjin, Jiangsu, Ningxia, Qinghai,and the excessive pollutants become the main source of energy efficiency in mostprovinces. The overall energy efficiency is showing a rising trend in the steel industrywithin environmental considerations. The average growth rate of total factor energyefficiency of steel industry in consideration of the environmental constraints is higherthan that of without considering environmental constraints. There are distinct regionaldifferences in the growth of total factor energy efficiency in China’s steel industry withinenvironmental constraints, and the central is the fastest, the eastern and western regionsfollowed by. It is very different for various provinces in the growth rate of total factorenergy efficiency under environmental constraints, which technological progress is themain source of productivity growth in most provinces. There are something found inmany influencing factors nationally, in which the average size of the industry, energyprices and technical progress have a significantly positive influence on the total factorenergy efficiency in the iron and steel industry considering environmental constraints,while The ownership structure, the effect of energy consumption structure and level ofopening up is negative. From the prospective of the sub-region, the energy structure and technological progress have the same role for promoting facor on three stricts, but theremaining four factors have different impact on the areas.
