Iron and steel industry,which is the vital components in the national economy.In the process of the long-term economic development,it has made a great contribution to the industrialization and modernization.At present,China is at the beginning stage of building a manufacturing power and the critical moment of supply side reform about Iron and steel industry.Therefore,it is urgent that some measures should be taken to research the industry.Estimating the change of total factor productivity of China's Iron and steel,analyzing and finding out the factors that influence on the efficiency and productivity,proposing relevant suggestions,all of them are worthy of attention and research.Firstly,the paper sorts out the theories of the efficiency and productivity about Iron and steel.Then analyzes the present situation and problems of Iron and steel.Then,analyzes the efficiency and productivity,which is based on the provincial panel data by using DEA model.In an effort to study the impact of Iron and steel,a regression equation model was established,which is tested for significance.Conclusions:(1)Generally speaking,the technical efficiency of iron and steel industry is relatively low.Based on different regions,the eastern has advantages in the technical efficiency level obviously.The top 15 provinces of EFFCH,there are 10 provinces of east area and 4 provinces of middle part in it,while there is only one province of the western region in this rank.(2)Decompose the EFFCH by BCC model find that the PECH is too low contribute to its failure in EFFCH.Although the SCALE has not reached the forefront of production,a lot of province shows a trend of increasing returns to scale.(3)The mean value of TFP is 1.076,which expanded an average of 7.6% per year.The TECH increased an average of 9.4%.except one province,the rest of the provinces' TFP is increasing,the TECH is of tremendous benefit to it.(4)The indicators of influencing factors almost have passed the significance test in different degrees.It shows that there are many indicators play a significant role in the change of total factor productivity.However,one index failed to pass the test,which means that the index will keep negative effect.Finally,in view of the preceding research conclusions and factors,the paper put forward some proposals:(1)Break the bottleneck by the driving force of innovation.(2)Through the reasonable way to achieve the goal of overcapacity reduction.(3)Improve industrial concentration by merger and recombination.
