Analysis Of The Current Situation And The Mode Of Forestry Construction In Tongchuan City

The forestry construction of Tongchuan City was planned scientifically and carefullyaccording to the requirement of "to treat the nature on the mountain and increase the greenbeside it". We should clarify the land and plant properly to improve our taste and grade. Fivemajor projects should be paid more attentions including the protection of natural forest, theconstruction of the Three-North Protective Forest Program, the Grain to Green Program andthe Green Tongchuan Program. Additionally, we should also promote the urban forestconstructions which focus on the intuitive hillside in and around the city, construct the traffictrunk green corridor including state road No.210, motorways Bao-mao and Yan-xi, YaoxunRoad, improve the degree of plant coverage in main scenic including the Jinxiang Mountain,the Yaowang Mountain, YuHua Palace, and ancient Chenlu Town, and focus on the green ofcatchment and our hometown. We should practice the green mechanism with guidance ofgovernment, diversified investment, universal participation and social coordination, increaseour afforestation funds, implement the main body and responsibility of afforestation,strengthen the management and improve the survival and conservation rates. For thecomprehensive promotion of urban forestry development of Tongchuan City, we shouldimplement the city forestry construction project scientifically in the future and take the "FourCreation Work” in Tongchuan City, the “Creation of National Forestry City”, the “Promotingand Speeding up the Transformation of Tongchuan Economy and Realizing SustainableDevelopment of Resources” program, and “the Building of the National Well-known Citywith Health and Fitness” as opportunity. We should make a comprehensive promotion interms of economic society with harmonious development and ecological construction in TongChuan. Then the government should promote the transition from traditional forestry tomodern forestry of Tong Chuan, and try to achieve a strategic objective of "Building perfectforestry ecological system, developed forestry industry system and prosperity of ecologicalculture system".This paper adopts a method of the combination of natural and social economic science,and literature analysis with field investigation. We summarized the latest progress in theecological forestry construction problems in science and academia fields, including the research of ecological forestry construction development, the study on the model ofecological forestry construction, and the countermeasures of development of ecologicalforestry construction. We chose theoretic research tools and methods scientifically andreferred to the construction experience and research results at home and abroad and took therelated theory in forest management, forest ecology, urban ecology, landscape ecology asfoundation, combined with years of experience in ecological forestry construction andanalyzed the situation, existing problems and its causes in the ecological forestry constructionof Tongchuan City. Based on the successful experience of ecological forestry construction inTongchuan City, we emphatically analyzed mode of dry fruit economic forest construction, anew building mode “seedling planted, garden formation”, mode of planting and bleedingunder forest, fruit industry and the eco-tourism pattern in view of the investment main body,the function and characteristics, strategic planning, organization structure, managementmechanism and so on. According to the local natural, historical, social and economicsituations, we determined the content and target of ecological forestry construction and putforward the development strategy of ecological forestry construction for Tongchuan City.(1) To seize the historical development opportunity of forestry and mobilize the socialcommunities to participate in reforestation activities;(2) To concern about the three kinds of benefits and explore a new mode of forestryecological construction;(3) To strengthen basic and applied technology research, and intensify scientific andtechnological development in forestry;(4) To establish a sound investment mechanism and the implementation of financialinvestment, compensation even subsidy system;(5) To improve the legal mechanisms and increase ecological awareness of the public;(6) To deepen the reform of forestry, and make more contributions to the development offorestry and the richness of people.
