The Synergetic Development Of Sichuan Modern Forestry System Evaluation Research

Traditional forestry’s pattern of pure pursuit for economic benefit cannot adapt to all-round sustainable development for ecology, economy and society in socialist modernization. As a result, it gave birth to generation of modern forestry and transformation of traditional forestry into modern forestry. However, the key of such transformation is to achieve orderly synergetic development of various subsystems in the forestry compound system. Hence, an empirical research is made in this paper on synergetic development performance appraisal of forestry modernization in China, which can reflect the development level of China’s forestry modernization to some extent.With statistical yearbooks and relevant statistical reports over the years as the basis and the system theory and the synergetic theory as theoretical basis, the author used for reference previous research achievements and expert interviews in this paper. At first, the author confirmed various subsystems of forestry, and selected order parameters of these subsystems. On this basis, the author used the synergetic model in compound system to make an in-depth empirical analysis on synergetic development of forestry modernization in Sichuan Province, providing policy suggestions for deep development of forestry modernization in Sichuan Province and method reference to the research on forestry modernization in China at the same time.Main conclusions of this research are described as follows:(1) In general, "Buckets effect" of system synergetic development leads to not high synergetic development of forestry modernization in Sichuan Province; (2) Although synergetic development of modernization is not high in Sichuan forestry compound system, the synergy degree within the area of this research trends to be rising in fluctuations when viewed its evolving dynamic course of synergetic development. At the same time, it also verifies the theoretical expectation of the synergy degree of modern forestry development in the compound system under orderly mutual effects from various subsystems; (3) the degree of orderly development of various subsystems in the forestry system includes the followings from top to bottom:industrial economy subsystem, construction security subsystem, and ecological resources subsystem; and (4) the construction security subsystem is of crucial importance for orderly development of other forestry subsystems and synergetic development of the forestry compound system. It is a key factor influencing orientation and degree of development of forestry modernization synergetic development.The following policy suggestions are proposed according to main conclusions of synergetic development performance appraisal of Sichuan forestry modernization:(1) continue to deepen the reform of collective forestry property right system and reform to other relevant supporting systems, so as to provide system and policy guarantee to synergetic development of forestry modernization; (2) overcome "Buckets effect", and enhance supports to "short slab" subsystems in the forestry system; (3) give play to the lever regulating effect of the construction security subsystem, and invest capital, technology and human resources into subsystems, so as to promote orderly and balanced development of various subsystems; (4) enhance "regurgitation-feeding" and complementation of various subsystems in the forestry system, and jointly promote the development of modern forestry; and (5) establish and perfect the performance appraisal, monitoring and broadcasting system of synergetic development of forestry modernization.
