Urbanization is an inexorable trend of economic and social development as wellas an important symbol of modernization. According to the UN report, it showed thatthe global urbanization level exceeded fifty percent for the first time in2010, whichmarked the advent of the urbanized world. China, with the largest population, hasraised extensive attention concerning its urbanization process and developmentstrategy from the international community. It is obvious that China’s urbanization hasobtained remarkable achievements since the founding of the People’s Republic ofChina, especially the implementation of reform and opening-up policyAs the vanguard of China’s reform and opening-up, Guangdong province hasalso achieved great success, as was projected in the China Statistical Yearbook of2013, which figured that the urbanization rate of Guangdong had reached67.4%bythe end of2012. It cannot be denied that urbanization exerts positive effects on socialand economic development in Guangdong, whereas it meanwhile causes a series ofsevere problems, such as the imbalance of regional development, the extensive patternof Urban and rural construction, the big gap between the urban and rural development,the severity of ecological and environmental issues, the widening wealth gap betweenrich and poor or the overt polarization in wealth. Additionally, non-indigenousworkers comparatively benefit less from the achievements of urbanization, by the lackof “happiness” and “belonging”.According to the report to the Eighteenth National Congress of the CommunistParty of China,“We should keep to the Chinese-style path of carrying outindustrialization, IT application, urbanization and agricultural modernization in a newway. Namely, we should promote further integration of IT application andindustrialization, effective interaction between industrialization and urbanization, andcoordination between urbanization and agricultural modernization, thus acceleratingsynchronous development of industrialization, IT application, urbanization andagricultural modernization”. Consequently, considering the new international and domestic situation,it is necessary and significant to study the new urbanization tothe benefit of Guangdong’s future development. This new urbanization is mainlycharacterized by balance of urban and rural development, social harmony, intensiveand efficient use of energy, green and low-carbon development, and ecologicalsustainability.The dissertation is composed of four main parts: relevant theoretical elaborationof urbanization, an overview of the experience and lessons from urbanization abroad,new urbanization theory, and research on new urbanization policy in Guangdong,which are dispersed in seven chapters. Chapter one introduces realistic background,significance, methods, premises, basic conception and framework of the research, thuslaying the foundation for the following study of new urbanization. Chapter twoelaborates relevant urbanization theory. Chapter three combs the experience andlessons from urbanization abroad. Chapter four presents the theoretical framework ofpromoting new urbanization and then explains its scientific connotation, basiccharacteristics, dynamic mechanism, and relations between promoting newurbanization, coordinating regional harmonious development, narrowing the incomegap, and protecting natural environment. Chapter five evaluates the developmentallevel of Guangdong’s urbanization and also analyzes its development status andproblems. Chapter six makes a comprehensive analysis of the new urbanizationstrategy propelled by Guangdong province so as to emphasize the momentum in itsdevelopment. Combining the analysis of theoretical connotation and operationmechanism of new urbanization and its realistic development in Guangdong, the lastchapter thus proposes relevant policy to carry forward new urbanization inGuangdong.To conclude, the study on the new urbanization possesses both theoretical andpractical significance. Theoretically, it contributes to the progress and spread of theresearch on our national new urbanization. In addition, it is also endowed with crucialpractical significance by deepening our understanding of development of newurbanization in Guangdong, and moreover, helping to work out a scientific andeffective strategy when encountering with new challenges in the process of new urbanization.
