As continuous development of the economy and e-commerce, the logisticsdistribution continuous development, providing customers with timely and efficientlogistics service becomes the key to enhance the competitiveness of logistics enterprises.But with the continuous development of economy and population, sudden roadcongestion phenomenon caused by transportation network overload operation, trafficaccidents, frequent natural disasters are more and more frequent, these sudden roadcongestions are often unpredictable but inevitable, often bring interference to the actualdistribution, even bring disturbance to the whole distribution system. So studying thevehicle scheduling under the interference of the road congestion has importantsignificance to the strategic development of the enterprise.The paper firstly describes cerrent situation and sxisting problems domestic andabroad, discusses the the basic theory of logistics distribution, vehicle scheduling andinterference management; Secondly describes the general vehicle scheduling problemwith time windows, fuerhermore for the interference factors of road congestion to builda dictionary sequence vehicle scheduling model in the three aspects of the customers,the road disturbance and enterprise cost; Thirdly discusses the basic theory and itscharacteristics of the genetic algorithm and tabu search algorithm, gives the steps of thegenetic tabu search hybrid algorith, discusses systematically the vehicle schedulingalgorithm design under the road congestion; Finally combining with Tianyun logisticscompany establishes vehicle scheduling model under road congestion, compares theinterference management results with rescheduling results, validates the feasibility andvalidity of the model and puts forward some countermeasures and suggestions toimprove its ability of interference management.
