The Research Of Land Circulation In Enshi State, Hubei Province

With the promotion of the industrialization, urbanization, agriculturalmodernization and the transfer of rural surplus labor force, agricultural land circulationcame into being which has a strong impetus to the large-scale agricultural productionand raising the level of agricultural production. The improving of Agriculturalefficiency and the increasing of famers’ income have been realized to some extent. Ourcountry has introduced some policies to support the Land Circulation, but there aresome problems which can not be ignored during the process, the problems in the poormountainous areas are more obvious and need to be solved more urgently relative tothe developed regions, however, there are only few existing studies on poormountainous areas.I select the typical poor mountainous area—Enshi State, Hubei Province to be thecase body. Firstly, I argument the necessity of the land circulation in Enshi on the basisof general analysis on the land use efficiency and the dynamic mechanism afterfulfilled the land circulation: it’s the inevitable trend of the agricultural landmanagement, and it’s the necessary safeguards of improving the agricultural efficiencyand increasing famers’ income in Enshi. At the same time, I analyzed the feasibility ofthe land circulation in Enshi from the angles of the government, the ordinary famersand the big agricultural business, then I summarized the current situation of the landcirculation in Enshi and elaborated the problems from the dimensions of the scale, themode, the specification, the pricing. Furthermore, I analyzed the components of theland circulation—the market players(including the the government, the ordinaryfamers and the big agricultural business), the market objects(the area and the quality ofagricultural land, the surrounding infrastructure) and the market condition(the agricultural land transfer intermediary organizations, the rural surplus labor transfermechanism, the rural social security system, the rural finance and agriculturalinsurance), and find the root causes which restricted the land circulation,thenexcavated the constraints in all aspects of the land circulation. At last, I proposedbuilding the mechanism which suit the current situation of Enshi, on the basis oflearning reasonably from the experience of domestic and abroad and for theconstraints during the land circulation in Enshi: to complete the operating system, toestablish the linkage mechanism and to adopt the suitable mode, thus form the newmode of the development of the agriculture, the famers and the rural in Enshi, then wecan promote the agricultural land circulation as well as solve the other rural issues.
