A Study On The "Agriculture, Rural Areas And Farmers" Policy In Vietnam And Its Result Analysis

Agriculture supplies not only necessary products for people in manufacture but also materials for industry. However, there still exists instability and risk in capacity and efficiency of agriculture. Then, an urgent requirement is to issue different management policies to reduce risks and improve farmers’income. In Vietnam, with rural development, Vietnamese government has also formulated a lot of policies, and measures that promote Vietnam rural development. Agricultural changes have also been approved by most of peasants. In1981, household contract was applied and in1988, product contract for peasants was used.However, in the21st century, rural development is obstructed. There is an increasing gap between incomes in the rural and urban areas. On05/08/2008, Vietnamese Communist Party’s Executive Committee issued the Resolution No.26-NQ/TW on agricultural, farmer and rural development. Basing on policies and measures to implement and reach the aims of rural development and stability, raising farmer’s income. So far, there have been certain achievements; focusing on investment in agriculture helps to reduce poor household rate; setting up policies base supplys best condition for rural and agricultural development and new rural construction.However, during the implement process, there still exist many problems such as agricultural land retrieval, farmer leave their land, rural environment pollution, etc. The Party and the Government have pointed out some guidelines and policies for this problem. As for related policies, planners and scholars have also given their ideas. However, there are still few research generally assessing policies; especially there have not been any masters or doctors doing research on this field. Then, this research chooses topic Policy on "agriculture, rural areas and farmers" and efficiency in Vietnam. Basing on the topic field, this research mainly focus on these four aspects:Firstly,"Literature review of policy on "agriculture, rural areas and farmers"; Secondly, policy analysis and result of policy on "agriculture, rural areas and farmers" of Vietnam; thirdly, analysis of developing experience of rural area in foreign country; fourthly, proposals to improve efficiency of policy on "agriculture, rural areas and farmers".
