Research On Diagnostic For Marginisation The Arable Land In Lanzhou City

Utilizing system of rural land in our country have changed gradually extensive utilizationfrom east to west in the Early1990s,such as intensive degree was decreased, sown area of thecrops were reduced and multiple cropping index was decreased. Agricultural tax in ourcountry was reduced in2003and Cancellation of agricultural tax in2006,these measuresimproved intensive degree of central and western regions to some extent. For revealing thechanges of farmland management patterns and inner driving mechanism, we use EconomicAnalysis from utilizing of rural land/land cover change by studying on net income, intensivedegree, sown area of the crops of Lanzhou City nearly20years. It was based onmarginalization of the arable land theory. We study on Marginalization of the arable land ofdevelopment process, farmers behavior response of mode and inner driving mechanism andimprove profit of utilization of rural land, reduce negative influence of utilization of rural landand put forward reforming measures of agriculture land. the results show that:（1）Marginalization of the arable land was a process of many factors work each other,such as society, politics, economy, nature and so on. Under the current land use with socialand economic structure, rural land can no longer have the process of economic productioncapacity, Its essence is net income Less than or equal to zero under the agricultural land use.Marginalization of the arable land can be divided into Low-end marginalized and High-endmarginalized. Marginalization of the arable land’s diagnosis have three major indexes: netincome, intensive degree, sown area of the crops. When utilizing of rural land of the netincome of less than zero, then intensive degree was decreased, sown area of the crops werereduced, abandonment of the arable land, we can estimate that the farmland has beenmarginalized.（2）Lanzhou city had a more serious phenomenon of farmland marginalized and twosigns of marginalized in nearly20years. In1990~1992,2004~2005Short duration offarmland marginalized signs, Farmland marginalized characteristics is not obvious, the late animproving trend is obvious. In1995~2002, Marginalization of the arable land last long timeand wide scope of influence.（3）Behavior response of the current farmers are the main land use types change,change the way of farmland use, accelerate the process of non-agriculturalization of farmland,reduce costs, reduce crop planting area, abandonment of the arable land, etc.（4）Policy implication:①in the case of farmland increasingly strengthen effect ofmarginalized rule, those bad land quality is poorer, location of cultivated land shall bedischarged from the scope of the farmland;②Reduce income policy can only to a certain extent, ease and delay the farmland marginalized phenomenon, but cannot eliminate thephenomenon of farmland marginalized, therefore, need to governments at all levels from theaspect of land use system to make a more positive response；③Support the development ofecological agriculture, promote agricultural land resource sustainable use lower-yield fields inthe government can do, keep soil; Developing green agriculture science and technology;Improve agricultural products quality certification system, make the high quality product iscompetitive in the market, thus to increase farmers income is engaged in the ecologicalagriculture.
