Crane is one kind of electromechanical special equipments. Cranes are widelyused in commercial run and housing construction and Bridge Construction, etc.especially. In ports and engineering works and dockyards and metallurgical industry,cranes are the most important production facility. As the develop rapidly of FujianProvince economy, the quantities of cranes yearly increase20%.Because craneshave many different varieties and structures, working conditions are complex, andthey are widely used in small enterprises. So, the safety supervisions of cranes aredifficulty. In recent years, crane accidents are high-incidence continuously in ourcountry. Crane accidents are the most in arious accidents of eight special equipments.They became highlighted equipments of safety supervisions and safety regulation.By the multiple regulation, the accident rates are reduce gradually. But, it also hasthe blind angle of safety supervisions, at present. Cranes potential safety hazards arestill serious. The primary causes are not enough of systematicness for safetysupervisions, and the user safety responsibility are not implemented.This dissertation started with the systematization problem analysis of Chinesecranes, by means of case analysis to find out key factors that lead to cranes accident,and to find out the primary causes that produce unsafe problem. according to theTQM theory, and refer to the crane safety supervision successful experience indeveloped countries. Put forward the viewpoint that crane safety supervision needsystematic and comprehensive management. This dissertation analyses thesignificance that we channel TQM to build crane dynamic safety supervision system,and to analyse the building principle and composition of crane dynamic safetysupervision system. Break through the now available frame that the crane dynamicsafety supervision system only include the network of safety supervision organization and informatization, and put forward a new train of thought thatthrough five aspects to build crane dynamic safety supervision system. By means ofbuilding supervision organization and informatization network, to achieve accuratemanagement. By means of optimizing the flow path of crane dynamic safetysupervision and building the systematic improved model, to achieve safetysupervision all standing and ceaseless improvement. By means of building dynamicsafety supervision responsibility system, and building the quality control system andassess system of dynamic safety supervision, to resolve problem of the safetysupervision blind side. This dissertation break through the now available frame thatonly fulfil three sections responsibility, three sections are safety supervisiongovernmental agencies and inspection body and end-users. Put forward a newthinking that building six sections responsibility system. Six sections are supervisiongovernmental agencies and inspection body and end-users, productiveestablishments and competent departments and local governments. Combine withcrane the safety supervision condition of Fujian Province, discuss the way that fromfive aspects to build crane dynamic safety supervision system, from six sections tofulfil responsibility system. At last, this dissertation introduce and analyse thecondition that build crane dynamic safety supervision system of Fujian ProvinceSanming Bureau of Quality and Technical Supervision, come up with the thinkingfor Fujian Province crane dynamic safety supervision in future.
