The unreasonable recycling and reuse of waste electric and electrical equipments can lead to serious harm to the environment elements including surface water, ground water, soil, and atmosphere. With the development of economy and enhancement of people's living level, especially our country steps into the date of retirement of domestic electric appliances, the amount of these waste increase rapidly. There are two kind of natural attributes in electric and electrical equipments wastes including resourceful and potential harmfulness. In the state of distempered managing mechanism and poor recycle system, employing its resourceful attribute but ignoring its potential harmfulness will bring serious problem to the environment and human's health. In the process of managing electric and electrical equipments waste, distempered recycle system and low recycle become the bottleneck of it's management. Based on the investigation and analysis of domestic and foreign waste electric and electrical equipments, the current problems of recycling waste electric and electrical equipments in Qingdao were discussed. Results indicate that the recycle network is of various forms and channels, and recovery process exist much more non-standard. The most pressing concerns including unreasonable recycle system, some environmental pollution and the insecurity of second-hand home appliances assembly. For the realization of scientific recycle in Qingdao, based on the main principles including multi-mode, multi-channel, government-dominated and enterprise accounting, we designed the waste electric and electrical equipments recycle system and its operationality suitable for Qingdao. In this system, government not only play the dominated role, but pay the cost partly. Under this model, consumer, recycle bin, treatment plant, and information dispatching management center need harmonious cooperation and effective supervise. Because the flow of material, capital and information of recycle system was sufficiently taken into accounted, therefore, it has high feasibility. Besides above all, because the successful foreign experience was referenced in this reclying system, it have the characteristics such as full-function, advanced technology, nimble operation. Therefore it can present sufficient materials for the tretment plant, and effective supervision base for goverment.To ensure the recycle system can run scientifically, six items of safeguard mechanism as follows: national level laws and regulations, prospective payment system, management information system, technology safeguard, advocacy action and public participation were suggested...
