The production, trade and consumption of petroleum products are international in thecontext of globalization. The whole world focus on the issues related to oil, the relationshipbetween oil and the pattern of international economy and politics. Because of the strategicproperty and the high degree of dependence on foreign of China’s oil industry oil, oil is veryimportant in China, the development of oil industry can impact the development of manyaspects such as the politics and economy. In recent years, the international petroleum patternhas new changes, and has significant influence on China’s oil industry. The article focuses onanalyzing the internal and external environment of China’s oil industry, proposing a suitablestrategy, and putting forward a rational plan.Firstly, this paper introduced the impacts of the new international oil pattern and theother international factors, and the internal environment of China’s oil industry, thensummarized the main influence factors. Further more, this paper made the strategy choicesbase on the method combining the SWOT analysis and analytic hierarchy process (AHP),then confirm the various hierarchical relationships of these strategies using the interpretivestructural model. Finally, mapped out the China Petroleum Industrial Development Strategyand propose supporting measures. The result showed that China faced a great opportunityunder the new pattern of international energy, but the industry has distinct disadvantages. Theoil industry should take internationalization strategy, technological innovation strategy and soon, constructing late-mover advantage. The development strategies is a whole and related toeach other, the development should base on the technological innovation and globalmarketing strategy, then promote to the higher level gradually, ultimately to achieve theobjective of sustainable development.
