Studies about improving fiscal transfer payment system has been one of the hot coreof China’s financial reform, while basic public health services are closely related topeople’s livelihood, so both of these are our studies. Specifically, the paper studies how theinter-governmental fiscal transfer influence the equalization of basic public health services,and how to improve the current situation.This article used theoretical analysis, comparative analysis and empirical analysismethods to study. Specifically, the theoretical analysis elaborated on financial transferpayments and equalization of basic public health services related to theory, comparativeanalysis of the selected Canada, Australia and Japan, their fiscal transfer payment systemhow to promote the equalization of basic public health services introduces and analyzes ofempirical data and partly based on the reality of our general transfer payments, specialtransfer payments and tax rebates for the equalization of basic public health servicesaffected have been tested.This paper studies the various regions of2004-2011about China’s current basicpublic health services equalization, we found that for different equalization indicatorsempirical results obtained are different, and therefore should be from all aspects of basicpublic health services to study transfer payments equalization effects. Empirical resultsobtained in this paper are as follows: First, the number of beds and public healthexpenditures gaps in various areas of medical and health institutions are shrinking, but atthe same time, the number of health workers between regions is no obvious gap narrowingtrend; Second, the region income tax return and increase general transfer payment income,significantly reduced the degree of inequality between regions and the number of beds inmedical institutions of public health funding. At the same time, special transfer paymentincome will exacerbate regional non-equalization these two indicators; Third, regionalincome tax return, general transfer payments, income and special transfer payments forinter-regional income gap between the number of health workers impact is not significant.Finally, this paper proposes policy recommendations.This study is rare in the previous literature, it is gradually increased in recent years,but for the empirical study, the data is not easy to get, this paper is able to get the fewconcrete results of the empirical literature, so it has some academic value, while for the equalization of basic public health services research, it has great practical significanceconducive to people’s livelihood.
