Then according to the index system of basic public services for data collection, data analysis method, icon on the difference in urban and rural areas of Jiangxi Province, the degree of comparative analysis, and using the panel data of Jiangxi Province in recent years a comparative analysis of the total transfer payment and cities.Then using empirical analysis method, through the Theil index to measure the method draws the basic public services in urban and rural areas, there are some differences in the aspects of education, health, and social security. Through the construction of Jiangxi per capita transfer payment return amount and the equalization of basic public services index, obtains the transfer payment can really promote the equalization of basic public services of the conclusion to some extent, and then come to countermeasures of promoting Jiangxi public service equalization from the perspective of transfer payments.The study found that there is a certain gap of basic public services in urban and rural areas of Jiangxi, in recent years the gap in the reduced but the magnitude of the reduction is not very obvious. Transfer payment Jiangxi cities also have a certain gap. Through the construction of Jiangxi Province, the per capita transfer payment return amount and the equalization of basic public services index analysis, obtains the transfer payment for achieve the equalization of basic public services in urban and rural areas to a certain extent. In addition, the government powers and financial resources allocation of asymmetry, the financial transfer payment forms too much, lack of a unified coordination mechanism, current financial transfer payment system is not perfect in urban and rural areas of Jiangxi.Finally,puts forward some corresponding countermeasures, in the following three aspects, rational division of government governance to deepen the reform of financial system, need to design a coherent reform goal of financial system and adjust the matching relationship between the powers and financial resources in the current government: perfect the legal system of transfer payments to the construction of major projects, speed up the process of basic public service legislation,the establishment of specialized agencies responsible for the transfer payment, strengthen transfer payment legislation; perfect the system of financial transfer payment from the two aspects to improve,the optimization of general transfer payment system and strict control of the special transfer payment.
