Research On The Effective Allocation Of Online Supply Chain Finance

During China’s economic transition, idle capital and SME financing conflictsboth exist, while Online Supply Chain Finance as a financing model, provides afinancing way that is different from the traditional credit for SMEs and industrieswhich much-needed funds. Practice has proved that the online supply chain financehelps to promote industrial entities development and ease the financing difficulties ofSMEs, but whether the current allocation of online supply chain financial resources isvalid, real allocation to SMEs of the industrial chain and the industry which are inurgent need of funds, or the proportion of the allocation is reasonable, which is a lackof effective evaluation method. This research on the online supply chain effectiveallocation of financial resources has theoretical and practical significance.Firstly, this paper defines the online supply chain finance resource allocationbody, principle and the scope of the effectiveness; then, describes the current situationof online supply chain financial resources allocation and analyzes the factors andproblems of online supply chain finance effective allocation; builds the effectivenessof online supply chain financial resources allocation evaluation index system andmodel, and analyzes the high-dimensional, high-frequency data structure rule ofresources allocation evaluation index; finally, from the large data, the externalenvironment and the regulation to propose advices to improve the effective allocationof online supply chain finance.The innovation of this paper is:(1) based on the definition of online supplychain financial resources allocation effectiveness, build evaluation index system andevaluation model. According to the characteristics of OSCF financial resources,in-depth analyze the input of financial resources and the volume of output in themacro-level industry and business, use input-output method to build evaluation indexsystem and construct evaluation model based on DEA.(2) to build level regulatorysystem of online supply chain financial resource allocation. According to the"dismemberment style" regulatory state, in order to comprehensive regulation foronline supply chain financial resource allocation, the article builds three-levelregulatory system among collaborative management-platform institution regulators-internal control layer.
