Economic integration has become one of the trends of world development,followed by a booming financial sector, commercial banks are in the face ofopportunity while also facie more risks. In particular, the implementation of acomprehensive counter system enables commercial banks are facing more complexoperational risk. In2011, there was a shocking financial cases in N branch of Z Bank,this case represents the potential risks and hazards of comprehensive teller systemoperation risk of commercial banks in our country. In this context, strengthening thecontrol of omprehensive teller system operation risk of commercial banks is crucial.This article does the following research based on the above background. First, thispaper divided operational risk factors of commercial banks under the condition ofcomprehensive teller system into three areas—people, systems and regulations throughthe relevant literature and fieldwork, and all kinds of factors are further subdivided inorder to study the impact of each factor to the risk better.Second, to measure thisimpact, the paper using AHP to derive the weight of risk indexes; in connection withthe operation of risk indexes of commercial banks, we use the Delphi method to getthe corresponding risk index score;. make the risk index score and the correspondingweights do series calculation to get risk evaluation and comprehensive risk evaluationvalues,and compare to the risk level tables to get the corresponding level of risk.Third, in order to enhance the usefulness of comprehensive teller system operation riskevaluation system of commercial banks, this paper will use this risk evaluation systemof into illegal fund-raising case of Gao Xia in Bank N, and do related risk evaluationwith it, and discuss control methods of comprehensive teller system operation risk evaluation system in connection with the evaluation results.Through studying comprehensive teller system operation risk evaluation systemof commercial banks, and combining it with the actual case, this article analysed andproposed countermeasures.This is very important to supplement and perfect thecomprehensive teller system operation risk evaluation system of commercial banks,and have the important reference significance to the control of operation risk and thesustainable development of banks...
