Since the reform and opening up, China’s economy has sustained the fast growth.As an economic life line of the country, construction industry has obtained moredevelopment opportunities. Especially in past ten-odd years, with real estate industryand infrastructure construction having rapidly developed, the entire constructionindustry has kept continuous prosperity. However, along with the rapid development ofthe industry, construction industry, as a highly labor-intensive industry, has graduallybeen exposed many problems. Especially under the influence of China’s economicsystem reform and some incomplete systems and policies, these industry issues havebecome more prominent, thus not only affecting the survival and development ofconstruction enterprises but even bringing very unfavorable impact on the wholeconstruction industry and even national economy.“Labor shortage” is just a veryserious matter coming in the context.In recent years, the issue of “labor shortage” has begun to percolate into the wholeconstruction industry. The rise of labor cost, labor shortage and unbalanced labor supplyand demand have caused lots of problems. In such a situation, it’s required that theinsiders should study the issue as soon as possible and make corresponding solutions.An infrastructural project under construction in the charge of the author is facing similarproblems just in this situation, making the stated objective of the project unable to becompleted. To sum up, this paper makes an in-depth analysis and study on “laborshortage” at the present stage starting from the actual project.The paper first introduces the research status at home and abroad of the similarproblems, including several classic population mobility theories and research methodsat home and abroad for the issue of “labor shortage”. Meanwhile, it analyzes China’snational policy as well as laws and regulations and compares with the newlypromulgated Labor Contract Law.. Afterwards, it spells out the practical difficultiesbrought by “labor shortage” to the project by introducing and analyzing theinfrastructural project in which the author is engaged. Based on questions metionedabove, the author makes an in-depth investigation and study with the use of suchmethods as data analysis, data collection and questionnaire survey, etc., to analyze thepresent issues like employment structure and the condition of labor force, etc. In addition, the paper specially compares the difference between infrastructureconstruction project and real estate construction project.After an in-depth analysis, the author attempts to sum up the solutions to the issueof “labor shortage”. First is thatthe laborers should strength their subjective initiative, tostudy and master a certain level of technical capacity and means of subsistence toenhance employment competitive power. Second is that construction enterprises oughtto get a better grasp of the situation of the present labor market to improve employmentpractices, to enhance their sense of social responsibility. At the same time, theconstruction industry should also speed up the operating mode of reform and boostindustrialization. In addition, the government should also reinforce its publicmanagement function, to supply more public services, to hammer at creating a marketcircumstance of the equal competition, so as to speed up the reform of the existingsystem and set up a harmonious and mature labor-capital relationship.
