Application Research Of PPP Mode In Infrastructural Construction Project

In recent years,along with the rapid economic development,urban and rural infrastructure service need increases rapidly.Government's infrastructure construction mode has been unable to meet the demand of economy.On the other hand,government project management efficiency is low and the management cost is high.In current market economy,it is difficult to satisfy the needs of environmental protection?energy consumption?efficiency requirements and quality,etc.Decreasing the efficiency and quality of urban infrastructure construction.In this context,The government gradually began to choose PPP mode for infrastructure construction.Since PPP mode has enter our country only 20 years,it is still in immature stage,the understanding of the PPP model in local government is not enough in-depth,and the case can refer is less.There are some misunderstandings in project mode that how the government choose right decisions directly affect the project running,PPP mode choice decides the quality and efficiency of construction projects,so as the government's perspective,It has positive and practical significance to use PPP mode in infrastructure construction.Firstly,the article introduces the concepts,classification,characteristics and cooperation principles of PPP mode,and expounds the importance of PPP mode in infrastructure construction.Secondly,this article studies the management principles and strategies that the government abides by in the management of PPP projects through literature research and field interviews.In view of the development trend of infrastructure construction industry,this article analyzes PPP policies,studies the financing and repayment factors that influence the decision-making of PPP mode of the government,and analyzes the market environment faced by PPP mode.Thirdly,this article studies the risk identification of PPP mode decision-making stage,summarizes the two types of 15 risk factors influencing PPP mode of construction projects,establishes the risk framework of PPP mode.Based on risk framework,this article analyzes the risk factors encountered in PPP mode decision-making of municipal road construction projects in no.2 and no.3 municipal road construction projects of U city.The aritcle establishes a comprehensive evaluation model of no.2 and no.3 municipal road construction projects based on ahp,grey theory and weight trend analysis.Though the evaluation model,it is concluded that the optimal PPP mode for no.2 and no.3 municipal road projects in S district of U city is BOT mode(ahp weight score is 0.2174,grey theory retest correlation degree is 0.813385)relative to the influencing factors,and the trend analysis is carried out for the factors influencing the government decision,and made a trend towards factors affecting government decision making.Finally,the article summarizes the research content and relevant conclusions,points out the inadequacy of the research and prospects the research content.
