With the deepening of economic globalization and market competition, the internal and external environment,theorganization and the management in the power grid enterprises are constantly changing. As the prefecture-level city power supply bureau of Guangdong Power Grid Corporation in the China Southern Power Grid, the organizational structure in power supply bureau is more special in city A. It has24power supply bureaus on the town levellacking of the power supply bureau on the countylevel. The flat organization makes it more difficult to its organizational performance.Through the present situation investigation and analysisin power supply bureau, we found that the organization performance management level mixed in city A.The whole process of organizational performance did not achieve effective management, particularly the lack of effective comprehensive evaluation of the organizational performance management process in power supply bureauon the town level.It is difficult to measure the effect of organizational performance management and to effectively find existing problemsin organizational performance management.On the basis of the literature research and the investigation, we initially set up an organizational performance management process evaluation model with18evaluation indicators through the Deming cycle (PDCA).By the questionnaire;we obtainedthe impact of the evaluation indicatorsto the organizational performance management. By constructing the fuzzy similar matrix and identifyingthe fuzzy equivalence relation, we got different classification results using fuzzy clustering analysis.Analyzing the classification results with the R2method, we obtained the final evaluation model which contained14evaluation indicators. We used the Analytic hierarchy process as the index weight determining method and the fuzzy clustering analysis to evaluate.The organizational performance management processes were evaluated in5power supply bureaus on the town level which represented the24power supply bureaus.We calculatedthe specific data of N power supply bureaus on the town level and also got the result of the others.We analyzed in detail from the whole management, the four links and some indicators and found thatthe organizational performance management as a whole worked well, but there are some defects on the part of the link.According to influencing factors of the organization performance management process, we put forward the countermeasuressuch as increasing publicity, enlarging training strength, optimizing operational mechanism,management methods and tools which had improved the operational efficiency of organizational performance management process and the organization performance management levelto some extent.
