Since the1980s, there has been a great development in the international oil economiccooperation of our country, and the crude oil import quantity has been increasing year by year.Over the past three years, the oil and gas partners have been expanded from the traditionaloil-producing countries to some developed countries, and the overseas oil and gas productionhas been improved to a larger scale. Compared with similar projects in the country, overseasoil-gas exploration and development projects have the characteristics of high risks,uncertainties and long payback period. So it’s necessary to research the overseas oilexploration and development projects from the perspective of system theory and thecomprehensive risk management theory.In this thesis, the characteristics of integrated risk management of overseas oil-gasexploration and development projects have been elaborated. Based on the previous projectrisk identification research at home and abroad, the main risk factors that existed in theimplementation of the overseas oil-gas exploration and development projects have beenanalyzed and summarized. At the same time, the relationship between risk factors and theproject organizations, management objectives, and management processes has been described.On this basis, the four dimensions of integrated risk management of overseas oil-gasexploration and development projects have been analyzed deeply. Secondly, based on systemsengineering methodology of Hall three-dimensional structure, systematic/integrated conceptshave been used in risk management activities in the overseas oil-gas exploration anddevelopment projects. The structure of the integrated risk management framework isestablished, and based on which, a multidimensional integrated risk management system(TCLK model) has been set including four dimensions: time dimension, organizationdimension, logic dimension and knowledge dimension. Time dimension is the main line ofintegrated risk management, and knowledge dimension is the means or methods, while organization dimension and logic dimension are the main contents. Then combined with thespecific characteristics of the overseas oil-gas exploration and development projects, the fourdimensions of the TCLK model are analyzed deeply. Finally, the theory of integrated riskmanagement of overseas oil-gas exploration and development projects has been expoundedby the case studies.Integrated risk management has become the trend of the development of project riskmanagement. On the condition of the permission error range and the empirical analysis, theitem loss that resulted from the risk factors can be effectively reduced by building a TCLKmodel.
