The research of project management mainly emphasizes on time, quality and cost, which are took as its three essential factors in our country. Nevertheless, Human, the most important innovation of the resource management research, is generally ignored in the study of project management. However, all the activities of the project depend on the people of resource to complete. Human, the extremely important factor, plays a vital role in the project. How to develop the human’s subjective initiative sufficiently and distribute the resources efficiently impacts on realizing the goals of the project. As a consequence, we should pay attention to the function of project human resource management and strengthen the human resources management.With the qualitative methods, this paper referencing the relevant cases and literature information, summarizing the existing problem of the project management and the project human resource management, which bases on the Hall three dimensions structure, combines enterprise human resources management with project management and thoroughly studies the project human resource management. What’s more, combining Analytic Hierarchy Process with Fuzzy Comprehensive Evaluation, we use the quantitative methods to build the Detailed Management Appraisal mold (DMA mold) in view of the position, the responsibilities of the position and the abilities of the position. The Detailed Management Appraisal mold, which is on the basis of the Hall three dimensions structure (logic-dimension, time-dimension, knowledge-dimension), adds the appraisal-dimension to build the four-dimension of the Detailed Management Appraisal mold. Its four dimensions are the project life cycle theory (time-dimension), the entire process of project human resource management (logic-dimension), the involved expertise, skills and methods (knowledge-dimension) and making the evaluation in view of the position, the responsibilities of the position and the abilities of the position (appraisal-dimension), respectively.Among these factors, appraisal-dimension adopts analytic hierarchy process to select the indexes and determines the weight of each index after analyzing the position, the responsibilities of the position and the abilities of the position. Furthermore, the Fuzzy Comprehensive Evaluation is chosen to analyze and examine the weights of the indexes. With the DMA mold built, combining with the case that Kunming city encourages and leads the financial and social capital into the system of comprehensive agricultural development, we further validate the importance of the match of ability and position in the project human resource management.
