The Research On Developing Strategy Of Qinzhou Port Regional International Shipping Center

As the situation of reform and opening-up has gradually deepened inChina, Guangxi coastal areas is also actively pursued and follow the exampleof developed area in the southeast region, try to implement regionaldevelopment strategy through the construction of regional internationalshipping center.This paper aims to analyze the external environment and internalconditions in Qinzhou port, research the development strategy of regionalinternational shipping center, and explore the feasible path for opening-up inGuangxi coastal areas, thus promoting the development of Guangxi BeibuGulf economic zone.This article takes the literature research, comparative research, and thequantitative and qualitative research analysis methods, using the porthinterland theory, theory of international shipping center, port group theoryas the foundation, examining the international shipping center constructionand development experience both domestic and oversea, analysis of Qinzhouport economic hinterland including China-ASEAN free trade area,southwest and central southern region which emphasize some factors such as economy, trade, logistics and transportation, researching Qinzhou port’sSWOT characteristics of constructing regional international shipping center,suggesting the strategy and implementation to develop regional internationalshipping center in Qinzhou port, and to explore opening-up in Guangxicoastal areas.Qinzhou port is located in the South China Sea and top of Beibu Gulf. Itis the nearest seaway in the western coastal areas in China. In year of2007,Fangcheng, Qinzhou, Beihai these three ports were integrated into the BeibuGulf port, and Qinzhou port is positioned as the main container port.Although the Qinzhou port is under-developing and scale is required rapidlyexpanding, location advantage, good policy environment and infra structureimprovement which will create potential to become the international shippinglogistics hub. Based on relevant strategic framework for the state given toboth Guangxi and qinzhou port, the international shipping center relatedtheories are reviewed, research on the development experience ofinternational shipping center both domestic and oversea, emphasizing ontrade and logistics channels in China-ASEAN free trade area, southwest andcentral southern region. The development trend of China-ASEAN trade andlogistics, hinterland economy, trade and logistics development situation,China and ASEAN trade structure, trade logistics formation and the trend ofdevelopment, which has made the detailed elaboration. The SWOTcharacteristics analysis has taken for Qinzhou port regional internationalshipping center, and the basis research has used on the construction ofregional international shipping center. As the information of SWOTcharacteristics analysis, this article suggest the strategy options and implementation to develop as a regional international shipping center,according to the application of free trade port area, construction ofinternational shipping logistics network, transportation system improvement,port logistics strategic alliance establishment, building coastal industrysupply chain, promote interaction between region and port, the constructionof free trade port area, strengthen the human resource training, and legislateon supplementary policies, etc.
