The acceleration of economic globalization has significant effects on the spatialpatterns and industrial structures of different areas and countries. The various combinationof impact and the particular country’s or region’s business cycle multinational conductiongenerate the world business cycle. The business cycle fluctuation influences all economicactivities, as the national macroeconomic regulation and control priority, populationemployment is inevitably affected by the business cycle fluctuation.China is now in the process of economic marketing. There are serious employmentstructure problems, and the employment problem has become a serious social problem. In2008, under the international financial crisis, many coastal foreign enterprises withdrewtheir investment, employment situation happened to reverse, a large number of labor forceunemployed and went back home. In2010, due to the international economic situationimproved, coastal enterprises appeared recruitment difficulties and shortage of choosingemploy persons, which added pressure of employment in China.By the end of2013, China’spersonnel employment people got769.77million, including urban employment personnelpeople382.4million, a large number of rural surplus labor transferred to non-agriculturalindustries.Business cycle fluctuation’s influence on the transfer of employment not only concernsthe economic development and social stability, but also relates to the vital interests of theindividual to live and work in peace and contentment, so it is necessary to pay enoughattention to this phenomenon. This article attempts through the mechanism study andempirical analysis methods to profoundly expose China’s business cycle fluctuationinfluence on employment transfer under the background of globalization. The solution ofthe problem will be of great theoretical and realistic significance in the sustained andhealthy development of China’s economy and how to deal with the current employmentproblem.The main content of this paper includes: The first chapter, home and abroad researchstatus about the business cycle fluctuation and the employment transfer, and this articleresearch goal and methods; The second chapter, theoretical analysis of the business cyclefluctuation and employment transfer to lay the theoretical foundation for later; The thirdchapter, the present condition of China’s business cycle fluctuation and the employmentstructure under the background of globalization, to provide the reality basis for mechanismanalysis and empirical analysis; The fourth chapter, the business cycle fluctuationmechanism on employment transfer, to choose the economic growth, investment level, wage level and technological progress as the influence factors for the transfer ofemployment, including direct and indirect effects; The fifth chapter, the study of theregional employment transfer effect of business cycle fluctuation based on the simultaneousequations model, including intra-regional and inter-regional effects; The sixth chapter, thestudy of the industrial employment transfer effect of business cycle fluctuation based on thesimultaneous equations model, including intra-industrial and inter-industrial effects; Theseventh chapter, put forward feasible suggestions to promote the balanced development ofChina’s regional and regional employment at the policy level; The eighth chapter, thisarticle’s results and the research’s prospects.The main Innovation points of this article are: Firstly, to analyze the transmissionmechanism of China’s business cycle fluctuation influencing influencing through the factorslike the overall level of economic, investment, wages and technology in the aspect ofmechanism to explore; Secondly, to use the simultaneous equations model to reveal howChina’s business cycle fluctuation affects the employment transfer directly and indirectlythrough two dimensions, regional and industrial ones, in the aspect of empirical analysis;Thirdly, to put forward scientific suggestions on promoting the optimization of China’sregional and industrial employment structures in the aspect of policy designing.
