Many countries’strategic position of intellectual property rights will be increasedfrom the existing categories of a single legal property to the countries’ overallmacroeconomic policy direction and height development strategy. And the countrieswill develop and implement intellectual property strategies considered in their accessto science and technology competition, trade and other fields of competition which arenecessary measures to maintain dominance.In the current background of knowledgeeconomy. The nature of competition among enterprises is equally affected by therapid development of science and technology,and it will produce a fundamentalchange in the intellectual property business which has emerged as an extremelyimportant contemporary factors of production. Intellectual property becomes one ofthe performances of unique factor of enterprises. Intellectual property which is usedas obtained and maintained technology innovation is an important means ofcompetitive advantage,which can play a huge role in intellectual property lawprotection of the environment. With the era of development and progress,intellectualcompetition will certainly becomes the highest form of business competition.Intellectual property will become one of the most critical elements of contemporarycorporative survival and development.Patents are one of the most important forms of intellectual property,however,according to Ministry of Science and Research, our country can more createscientific and technological achievements up to thirty thousand items in one year.However,we are only able to applicate15%of those results in a large scale. Ourcountry has authorized up to70,000terms of patents per year. But theimplementation of the conversion rate is only about10%,which is a really seriouswaste of our country’s scientific and technological resources. Patented technologiesconversion rate in China’s economic development has always been the problem whichcan not bring about a breakthrough.The first theoretical study of mine begins with reading and analysing on a largenumber of domestic and foreign relevant information and documents. And it steps into the next stage which is mainly about theories that relate to the relationshipbetween technological innovation capability and effact which is brought about by theapplication of the patents. And finally it enters into selection and construction ofindicator system. Then it proposes the hypothesis of this study. In the whole studyit is allways through the empiricalan alysis,which is based on questionnaires to collectinformation for businesses in the region Wuqing Development Zone,after screeningquestionnaires collected information for the statistics,analysis,thereby assuming theproposed inspection prior to conclude this article.
