Nowadays, the science and technology independent innovation has become the corecompetitiveness between companies, and it also become the effective way to improve thecomprehensive strength of one country. The independent innovation have been the popularkeyword in discussion, our country also have been seeking the best method to imporve our scienceand technology independent innovation. Since the implementation of the strategy of going out,China’s foreign direct investment(OFDI) has been growing rapidly, the area of investment countryhave also been widely. The purpose of one company outbound investment is to get the technologyspillover. At present, the effect of improve independent innovation by technology spillover hasbeen gradually strengthen. So the main problems discussed in this paper are: how does OFDIaffect the enterprise independent innovation, whether does China’s OFDI reverse technologyspillovers really promote the independent innovation ability of the enterprise, how dose the levelof market development effect the independent innovation of the three regions in our country.To solve these problems, this paper analyzes mechanism of OFDI reverse spillovers affect onChina’s independent innovation. By using the panel data of30provinces from2002to2012, withR&D spillover regression model to test the OFDI reverse spillovers affect on the independentinnovation. Then, discuss the absorption effect of outward direct investment technology in threeregions in our country, the level of market development is one factor of absorption effection, the result shows that OFDI can improve the independent innovation in our country, it also can help theabsorption of OFDI in east and west, but it don’t have significant effect to the middle area, sincemiddle area always invest in other country’s traditional industry, and don’t have motivation to seekthe technology.Based to these results, we can conclude the advice: in government’s perspective, our countryshould encourage the enterprise to invest in other countries, and it should improve the investmentin the R&D expenses and R&D personnel, and improve the level of market development in eacharea. In the enterprise’s perspective, the company should targeted invest in oher country andindustry, it also should pay attention to the culture and use of R&D personnel.
