According to the World Bank’s statistic,In2010, about1,215,000,000of the worldpopulation lives below the poverty line, most of whom live in rural and remote areas, theyare at the bottom of society, have low income levels, and the ability to resist risks is poor thanhigher income groups, those in higher income groups have a fixed work, a perfect socialsecurity system,is the most important customers of commercial insurance. And those wholiving in rural areas can not afford to buy commercial insurance, also excluded by thesocial security system. In order to improve the defects of current social security system forlow income groups, for the moment,microinsurance is popular in international, which at lowpremiums for low-income populations to protect basic production and life insurance products,with commercial insurance and social welfare of the double feature, is considered as aneffective tool for poverty alleviation, more and more countries and organizations paidattention to the microinsurance.Due to the historical and practical reasons, the per capita incomes of Xinjiang is muchlower than the other provinces, at the same time, the harsh natural environment affects notonly income, but also endanger the life. If the main labor force injuried, the entire family willfall into extreme poverty. According to the Xinjiang annual Statistical,in2012,320millionpeople in Xinjiang is below the povertyline. Although the new rural cooperative medicalcoverage in Xinjiang has been high,but the low reimbursement rate, as well as deficienciescap line, leading to poot caused by disasters or disease still exists. The implementation ofmicro-insurance in a certain extent to reduce the loss of low income families.so that thesefamilies can begin to pay attention to their Childers’s education, ease their farming activities.thereby promote the progress of Xinjiang rural areas, and will help promote social harmonyand stability of Xinjiang.This article uses questionnaire survey form, visits to households as a unit, a total of400questionnaires were issued, excluding93invalid questionnaires,307valid questionnaireswere recovered, and on the basis of field investigation, founding that Xinjiang insurancemarket have some problems, such as the residents in Xinjiang have insufficient knowledgeabout microinsurance,the microinsurance products and the demand dislocation is single andso on. In order to solve these problems, the author by reading literature, learn the experiences from home and abroad, at last, Puting forward suggestions for the development ofmicro-insurance in Xinjiang.
