Research On The Shareholding System Reform Of The Rural Collective Economic During Urbanization

In2007, in order to regulate the property rights reform work in the rural collective economicorganizations, the Ministry of Agriculture issued "A reform guidance is proposed by the Ministry ofAgriculture, which respecting to steadily push forward the rural collective economic organizations of propertyrights system "(here in after referred to as "guidance")."Guidance" indicate the reform guidelines aim thatcreate a new type of rural property rights system, which is expecting to form the modernization ownershipoperating mechanism during the urbanization process. Due to the system design flaws, the rural collective landownership based on the Family contract system is not suited to a market economy seriously. Many of theoriginal system problems and contradictions begin to appear in the new mechanism, which does not establishthe balance relationships among the state, collectives, individuals and the stakeholders, therefore, only byestablishing the standard stock system, can be well exerted on the rural collective economic in the marketeconomy system, promoting the suburban rural collective economic achieve greater development in theprocess of urbanization.This paper mainly discuss the reform system in the rural collective assets stock cooperative in the LixiaDistrict, Jinan City, analyze the reform way in the process of rural urbanization in the Lixia District currentlyand the problems that need to solve. Through elaborating the reform motives and the main approach in ruralcommunities stock cooperative system in the Lixia District during the process of urbanization, regarding thevarious elements that impact the rural collective economy as a system, apply on the interpretative structuralmodeling method to construct the structural model interpretation of the various factors relationship. Further,analyzing the reform achievements and experience in advancing the rural urbanization proposals, andproposing to deepen the rural communities stock cooperative system reformation, as well as the direction ofdeepening reformation, policy options and approach, which provide a reference for the development route ofthe rural collective economic.
