Study On Science And Technology Resources Supply And Demand Connection

Science and technology(S&T) as an important strategic resources, is of great meaning to S&T development, technology innovation and nation competition ability improvement. Our country’s S&T resources construction scale is large, but the repeated construction and waste phenomenon is serious. To improve the S&T achievements conversion rate, contributing resources connection is the problem to be solved in S&T resources construction.This paper studied the S&T resources supply and demand connection with the theory of electronic commerce, information systems and technology resource sharing. Finding the supply and demand connection is an efficient way to achieve resources allocation and sharing. Building the connection platform is good to coordinate science group and resources, which also reduced the information asymmetry between suppliers and demanders. Based on this, this paper discussed the S&T resources supply and demand from the following aspectsFirst of all, this paper constructed the supply and demand connection platform using behavior model and research hypothesis, carried on the questionnaire survey. The empirical results show that both for S&T resources supplier and demander, the greatest influence on behavior intention is the attitude, perceived usefulness, and perceived ease of use. For both sides of platform users are emphasis on quality of S&T resources and the scope of connection.Second, the operating mechanism and system solution was designed. In the supply and demand connection platform construction, because of the operating mechanism is an issue to consider for platform from design, construction and operation promotion, this paper built it from three aspects using the two-sided market theory: the basic collaboration mechanism, the incentive mechanism and the development promotion mechanism. According to the characteristics of the platform construction has big input and difficult to integrate, the prototype system was designed with four layers and into the cloud computing, semantic web technology, which provides a new technical solutions.Third, this paper put forward the construction and operation management countermeasures and suggestions. In order to really reflect the value of S&T resources supply and demand connection through the platform, and achieve technical resources sharing. It’s necessary to combine the effort of government, the platform operator and the resource supplier and the demander.
