Today is an era of the rapid development of technology, and the science and technology (S&T) resources are the strategic resources of importance for an enterprise of even a country. Thus, it is the key to promote the fast development of S&T that make use of the S&T resources scientifically and effectively. Faced with this situation, the State Grid Corporation of China need to regard the optimized allocation of S&T resources and the construction of sharing platform as an important work, in order to improve the utilization efficiency of various resources and then achieve the effect of overall scientific and technological innovation capability rising. Based on collation and summarization of the relevant research at home and abroad and the basic theory of S&T resources allocation, this paper mainly includes the research content of three aspects.Firstly, this paper analyzed the allocation situation of S&T of the SGCC. The paper clears the concept and main types of S&T resources, summarizes the present situation of S&T financial, human, material resources of the SGCC, and put forward that the main questions are configured means scientification and resources sharing informatization which are the two major problems to be solved in the two parts behind.Then, this paper studies the optimized allocation models of S&T resources of the SGCC. Combined with the economic theory, goal programming method, gray system theory, fuzzy entropy method and assignment problem method, this paper put forward the S&T financial, human and material resources optimized allocation models, and then takes them into application in instances.Finally, considering the current situation and future demand of the SGCC, this paper analyzes the sharing platform of S&T. The paper clarifies the meaning, building goals and technical characteristics, combs the main business processes and functional requirements, and completes overall framework and functional design of this sharing platform.
