Research Of Industry Transition Of Resource-based City

During the new normal, the industrial transition of resource-based cities is not replace the old industries of new, and either resource depletion, but the extension of traditional industries chain. This is due to the international and domestic environment and also China’s economic transition must face. However, the past researches about industrial transition of resource-based city has focused on resources-exhausted cities. Initiative transition of resource-based city should therefore become an important complement in industrial transition theory under the background of new normal, which will further enrich the theory of resource-based industrial city development. Furthermore, many of the industrial resource-based cities are facing challenges such as industry overcapacity and increasing environmental pollution, doing the research for resource-based cities transition is also a practical guide need.Based on literature review and case study methods, the paper presents previous theory and related cases and explains plight of industrial development of resource-based cities and urgency of transition. On this basis, clarifying the types of resource-based city industry transition modes by mathematical method to selected Hancheng industry transition mode. Last, combing from strategies of resource-based city, the paper summarize phased common strategy and Hancheng strategy demands, then put forward three strategies for Hancheng’s industry transition with detailed implementation path, so that guiding Hancheng current transition.The following conclusions have been achieved by this study:(1) During the new normal, resource-based city must take the initiative to transition to adapt to the market. And this transition is not a new industry to replace the old one, but macro-economic, environmental pollution, excess capacity does not allow the transition along the traditional model. (2) Industry transition of resource-based city is to find the path of sustainable development, which includes two points:transition mode and transition strategy, Mode determines the direction of transition, strategy is a method and means of implementing the transition. Industry transition of resource-based city is to get rid of the natural resource dependent and reengineer competitiveness, which related to development stage, resource, market, policy, location, technology. Industrial transition mode of resource-based city is getting the way to get rid of natural resource-dependent to reengineer competitiveness, that relate to industry development phase, resource, market, policy, location and technology.(3) Focus of industry transition strategy change with the phase of development, that has periodic characteristic and also particularity. Transition strategy, that is need to take consideration of periodical emphasis on industry orientation, talent security, environmental protection and service guarantee, but also need to meet its own periodic task demands.(4) The essence of extending upstream industry chain is cultivation of alternative industries.
