Government Management Under The Background Of Industrial Transition Of Hejin City Shanxi Province

Since the foundation of our country, in the large-scale push forward process of industrializing, a large number of resource-based cities accompanied by large-scale development of resources have risen up, after years of high-intensity exploit, resources tend to deplete, mining costs continue to increase, and competitiveness is severely weakened, laid-off workers increase significantly. The recession of leading Industries inevitably affect the city’s economic and social development, how to realize the industrial transition of resource-based cities under the depletion of resources is one of the many resource-based cities’inevitable issues. Over years, these cities, although continue to promote the optimization and upgrading of their industrial structure, but still fail to get out of the extensive mode of operations of high energy consumption, high pollution, high emission and low efficiency. Most of the cities take the path of low-end and little value-added products have not formed the industrial clusters. The single industrial structure lead to great market risks, which makes the industrial transition inevitable. Therefore, the resource-based cities must focus on its own characteristics, select the most appropriate transition models, hold the comparative advantages, and create competitive advantages, obey market mechanism, effectively promote industrial transition of resource-based cities, in order to make the pace of economic development, quality, efficiency compatible and achieved the coordination and harmonious scientific development of resources, environment and population.This paper starts from the theory of industrial transition of resource-based cities; analyze the context, characteristics, rule of development, the existing problems and transition theory of resource-based cities. Through Learning from the typical experiences of the industrial transition of resource-based cities home and abroad, this article comes up with the enlightenment of our industrial transition of resource-based cities in the aspects of social public resources, policy and institution system and economic development trend. This article also analyzes the necessity of government participation and the principles of industrial transition of resource-based cities make the model of management of government: founding the servicing government, realizing the regulation government and establishing supporting government. Last with the exploit and experiences of Hejin city in their industrial transition, this article continues to explain with the above viewpoints and methods, and shows the experienced model of industrial transition of resource-based cities.Based on industrial transition of resource-based cities, this article proposes the theoretical framework of using management theory to do transition practice, the core of which is mainly through guidance, cooperation and consultation to build a system of government, market and civil society which constitute three pillars of public affairs treatment. Let the transformation of industry be under the vision of the whole society, encourage all aspects of the society to participate in the transformation of industry which fully play roles through the interaction of government, market and civil society, thus promoting the industrial restructuring, realizing the optimization of transition. Through in-depth study of this topic, this article in order to make acceleration of promoting the research and experiences in industrial transition of resource-based cities.
