The Expand Of Livelihood Capital Analysis Framework Under The Perspective Of Capacity

Throughout China’s anti-poverty experience, its poverty alleviation is in the top-down model of poverty alleviation, in which the government leading is in the former and latter the poverty of participation. This has made significant achievements in the process of practice. However, with the improvement of poverty standards, in some poor areas, especially in the western poverty-stricken areas, poverty reduction speed has lagged behind the growth speed and out of poverty population come again poverty are still there. Moreover the poor also are deeply influenced by their national culture, customs, convention and so on. There may be a big difference in the poverty reduction effect from the same measures for poverty alleviation. As the China’s anti-poverty policy guidance changes from "casting a net widespreadly" to the "regional" and "concentrated distressed area ", The regional "heterogeneity" features of poverty-stricken issue is especially prominent.Based on the discussing and evaluating to the traditional sustainable livelihoods analysis framework, especially to the SL system, this paper make a deeper understanding and analysis to "area attribute" by discussing of the "vulnerability" and introducing of the Theory of viable capacity. Therefore, a sustainable livelihoods analysis framework based on the Theory of Capacity and an livelihood capital evaluation indication system have been built. Then, an empirical analysis and evaluation about Taizi Mountain Nature Reserve has been made by using the expanded livelihood capital evaluation framework, finally, some conclusions has been made:First, as the viable capacity growth conditions of evaluation index was added to the evaluation system, the improved sustainable livelihoods analysis framework draw a more comprehensive and plastic conclusion than before improvement. Second, the evaluation results showed that five indicators scores of Taizi Mountain Nature Reserve, through the implementation of the GEF project, have larger growth; Third, on the basis of the above, the alternative livelihoods innovation projects, proposed for the special resource constraints conditions and industry development ccurent situation of Taizi Mountain Nature Reserve, help in expanding the viable capacity of regional body at the same time, improve the regional sustainable livelihood capital accumulation.
