The Restricting Factors And Countermeasures Of Development Of Welfare Lottery Industry In China

China’s Welfare Lottery, issued in 1987, has become a great new philanthropy. That outstanding contributions to the public welfare is made thanks to the rapid development of China’s lottery business in recent years.Correspondingly,sales hit new high.However, problems such as rigid management system and lagged policies and regulations, seriously hinders the development of lottery business, appeared gradually along with the daily extending issue scale of welfare lottery. In the process of lottery industry’s running at high level, itself exists bottlenecks,what’s more,uneven quality team of employees is also to be solved. Thus, thoughts on these urgent practical problems should not be stopped by the joy of increasing publication of lottery and public welfare funds.How to create a sustainable development model of lottery business, and solve the problems in the development of the lottery effectively has become an urgent task before us.Firstly, on the base of description of the background and significance of the research, this paper analyzes current situation and existing problems of China’s welfare lottery industry. Respectively,current situation of China’s welfare lottery industry is illustrated form three aspects:the history and achievements, problems and cause of the problem.Then, this contribution organized as follows.On the one hand,the development overview of international lottery business is described,and international lottery management system is conducted in-depth research followed by summarized playing measures and a comprehensive analysis of legal protection system.the international lottery industry’s characteristics and enlightenment on ours are also summarized.On the other hand, suggestions for future development of China’s lottery business are proposed mostly from five aspects as followed:management system, policy formulation, breakthrough of the bottleneck, construction of practitioners, promotion of lottery culture.Conclusively,This paper argues that to achieve sustainable development of the welfare lottery business running at high level,we take several measures.The first is to achieve innovation management system so as to adapt to the development of lottery business. Secondly, government should take appropriate policies to guide and protect the development of lottery business. Thirdly, welfare institutions themselves should search constant innovative ideas, trying to break through the bottleneck of their own development.Construction of practitioners by cooperation of government and welfare institutions is also important.And finally,propaganda idea should be set and promotion mechanism of culture to lottery should be established.By this way we can ensure the smooth operation and healthy development of the welfare lottery business.
