China’s Welfare Lottery Performance Management Countermeasures

Since the fast growing of Chinese economy, lottery, as a kind of public welfare, hasbeen regarded as the third national income distribution with its recognized benefits ofraising public welfare funds and being used as social welfare undertakings. Thisso-called third national income distribution is focused on protecting people in need,promoting the social fairness and strengthening the socialism spiritual civilizationconstruction.With the development of Chinese lottery economy, management system of welfarelottery has been vastly advanced. The author would like to present some results andstrategies in this article based on research of lottery economy, development andmanagement.Currently, welfare lottery is still a new industry in China. Its future development ispromising, but completed regulations and scientific management must be used to guidethe development. How to utilize the current policy to better serve the welfare industry isemphasized in ‘Spirit of the17th Session of the General Assembly’ and ‘scientificthought of development’, which tell us that improving social system and makingharmonic society will boost the development of social welfare. Also, under theprotection of social system, we should take advantage of beneficial resources, let themarket function properly and use performance management mechanism to help thewelfare lottery develop into a mature industry.
