China’s commodity economy made significant progress in the Qing Dynasty. The various areas of regional economic development showed both similarities and extreme imbalances and differences because of the different natural conditions and human environment. Commerce and industry is an important part of social economy. Lu’an Prefecture located in the southeast of Shanxi, Originally known Shangdang, has been treated as the battleground since ancient times. This article attempts to draw on the research paradigm and research methods of recent academic research about Jiangnan, Shandong and other regional economic history, and then make empirical research about the economy of Lu’an Prefecture, so as to make a restricted view of Shanxi’s economic history in the Qing Dynasty.This paper attempts to systematically study the industrial and commercial development of the region around Lu’an Prefecture, both to clarify the facts, and to open up new horizons for the study of regional economic history. This paper standing on the perspective of the development of traditional Chinese commodity economy, to explore the relationship between the local population, resources and environment with industrial and commercial economy, to explore the impact of government economic policy changes on trade and industry. In general, the agricultural development in Lu’an Prefecture lag. The substantial population growth make the contradiction between people and the land more serious, on the other hand it also reflects that the industrial and commercial economic development greatly increased the load capacity of the region’s population in the early Qing Dynasty.The development model of silk industry in Lu’an Prefecture is a typical government-oriented and resource endowment-type combine.’Lu’silk industry achieved the most prosperous in the Ming Dynasty, which should be the same as with other industries flourishing again in the Kangxi and Qianlong after experienced natural disasters and war season. But after taking various measures from the central to local levels of government and under the relentless push,it still inevitable decline of fate. I think that in this period sericulture silk industry, upstream industry of silk industry, affected by climate cooling to be unsustainable. Although the government can play in promoting a momentary effect, but it is not sustainable. At the same time, the prosperous iron industry of Lu’an Prefecture continues from Ming Dynasty, despite the fact that there had been no significant progress in production technology, however, the scale remained a fairly level during the First World War as a result of the local rich coal and iron resources and its relatively convenient traffic conditions.As to the study on the commercial development Luan government, the author attempts to investigate the case on the base of the commercial tax in each period in the chronicles quantitatively. Above all, the situation of the commercial tax matches the national trend which is:depression in the early times of Ming and Qing Dynasty—prosperity in the times of Kangxi and Qianlong—retrogression in the late Qing Dynasty. The development of market network during this time is a classic reflection of the prosperous commercial and industrial economy in Lu’ an Prefecture, especially the emergence and rising of the towns that are non-political centers and the density of the towns is among the best in the province—Baodian Town (in Changzi County) which is famous for its transit trade and Yincheng Town(in Changzhi County) which maintains iron industry both have a national impact.Development imbalances between each county in Lu’an Prefecture illustrate the important role of traffic conditions and location advantages for economic development. Huguan and Licheng located in the basin between Taihang Mountains, away from the prevailing official horse Boulevard, both in population, business taxes, and the various market indicators have lagged far behind from Changzhi, Changzi, Tunliu, Lucheng and Xiangyuan four counties in the transportation trunk line.
