Technology Spillover Among Firms In Jinan High-Tech Zone

With the rapid development of e economic globalization and the information technology, various countries in the world are aware of the importance of knowledge, information, technology to the sustainable development of economy. Furthermore, the scientific and technological level is critical to weigh out the regional economy. As a clustering phenomenon appearing in the geographical domain, the industrial gathering has certain spatial features. Meanwhile, industrial clustering technology has spillover effects. As a member of 115 national high-tech zones, Jinan High-tech Zone embraces 44% of high-tech industrial enterprises which are located in Jinan, so the topic of the industry gathering in Jinan High-tech Zone is worthy to study.In this papecl, the level of industrial clustering and technology spillovers in Jinan High-tech Zone-through location entropy and DEA-Malmquist Index are analyzed; the relationship between the regional technology spillover level and industrial agglomeration is discussed in the use of a linear regression; the relationship among industrial technology overflow level, human capital, innovation, industrial agglomeration relationship is also dealt with in the use of multiple linear regression.The results show that:industrial agglomeration degree of Jinan High-tech Zone is above average level of national high-tech zones; technology spillovers have fluctuated in difference years, and the overall technology spillover effect is positive; industrial agglomeration is positively correlated with technology spillover effect; human capital, innovation investment and industrial agglomeration are also positively correlated with technology spillovers, among which industrial agglomeration and human capital play the biggest role, so does the innovation investment. We, hereby, put forward the following suggestions:by means of increasing the investment in R&D, emphasizing on industry agglomeration, improving the quality and scale of human capital and focusing on the industrial highlight and advantages, the technical spillovers of Jinan High-tech Zone can be improved.
