The establishment of the national high-tech industrial development zone in China is a major strategic plan formulated by the Party Central Committee and the State Council for the development of China's high-tech industry,adjusting the industrial structure,promoting the transformation of traditional industries and enhancing our international competitiveness.The high-tech zones have achieved exciting performance for almost 30 years of development which includes becoming the regional economic growth pole and an important force in promoting China's economic development.As a general economic phenomenon,industrial agglomeration plays an important role in promoting economic growth,which attracts great attention from the government departments and related scholars.The high-tech zone,as a high-tech industry cluster,creates a favorable condition for the effect of industrial agglomeration,so industrial agglomeration also has become an important driving force to promote economic development of high-tech zone.The development of China's high-tech zones has achieved good economic results,but whether its industrial agglomeration effect is obvious,what is the level of industrial agglomeration and how to effectively play the role of industrial agglomeration to promote the development of high-tech zones are the major questiones that will be studied in this thesis.Firstly,based on the previous research,this paper analyzes the industrial agglomeration effect and its mechanism of the high-tech zone from the general industry agglomeration theory and the particularity of the high-tech zone,and constructs an analytical framework of the industrial agglomeration effect of the high-tech zone.Secondly,the empirical research is carried out on the basis of theoretical analysis.The empirical research is divided into three parts.The first part is to evaluate whether the industrial agglomeration effect of China's high-tech zones is obvious.By comparing with the high-tech enterprises in China,this part tests whether the difference between the two variables is significantly different from 0,and the result shows that China's high-tech zones have obvious industrial agglomeration effect.The second part is to use the Segal model and the modified Carlino model to measure the overall economical effect of industrial agglomeration of China's high-tech zones.The results of the two models show that China's high-tech zones have obvious economical effect of industrial agglomeration.The result of the Segal model shows that,in the period of 1995-2015,the productivity of the high-tech zones is increased by 54.5% when the scale of the overall high-tech zones is doubled,and the dynamic trend of the aggregate elasticity of the high-tech zones in China rises first and then goes smooth.The third part comprehensively evaluates the influence of 63 high-tech zones on their mother cities through the establishment of the index system of the influence contribution rate,and uses the gray correlation analysis method to rank the influence contribution rate.The results show that the high-tech zones of the old industrial cities have greater influence contribution rate,and the influence contribution rate of the high-tech zones in the middle and the west are generally greater than that of the eastern region.The final part is to propose some policy recommendations,according to the present status and the existing problems of the development of China's high-tech zones industrial agglomeration.
