At present, China is in a period of rapid development of urbanization, industrialization.To the rapid development of regional economy and a shortage of resources conflicts, contradictions industrial transformation and upgrading inefficient extensive use of land and construction have become increasingly prominent, in order to ensure sustainable social and economic development, to ensure national food security,to build a better resource-saving and environment-friendly society, strive to reduce contradictions land supply and demand, it is necessary to change the waste of land resource, inefficient use of the situation, to strengthen conservation and intensive use of land resources, improve the efficiency of land resources.In this study, supported by related theories, try to suggest thebuilt-up land expansion and economic growth of Kuznets curve hypothesis, in Changsha from 1995 to 2013 using built-up land expansion and economic growth in the time series as a sample of the data analysis, combining qualitative and quantitative analysis, firstly descrip and analyse the economic development and built-up land use of Changsha districts, in Kuznets theory, the decoupling theory, built-up land expansion and economic growth theory proposed built-up land growth and economic development on the basis of research Kuznets curve hypothesis.Then by selecting the relevant variables and indicators, using Multiple regression analysis and simultaneous equations model, estimate and calculate the relevant aspects of data between built-up land expansion and economic growth between the built-up land expansion and economic growth, and then use the decoupling modelbuilt-up land expansion and economic growth were decoupled analysis, and simultaneous equations model of comprehensive verification of land for construction investment and economic growth meets the Kuznets curve hypothesis.The research draws the following conclusions:(1)Using multiple regression model with the simultaneous equation model for estimating the selected data, then have a endogenous test for the results, found that the simultaneous equation model can effectively solve the problem of endogeneity, estimate the parameters more effectively.(2)there is a relationship between built-up land expansion and economic growth in Changsha is a similar Kuznets curve relationship,provedbuilt-up land expansion and economic growth Kuznets curve hypothesis. Economic growth will result in increased construction area of considerable extent, and when the economy develops to a certain extent, the rate of expansion ofbuilt-up land will gradually slow down, and tends to decline.(3)From the results of simultaneous equation model estimation, Changsha built-up land is currently still in the expansion phase, but the rate of expansion has been slowing down.(4)The results of decoupled model from the analysis, Changsha are in a weak state in 19 years, decoupling elasticity gone after the first increased and then decreased, and the current decoupling effect in 2013 are in the downward phase, the future is likely to strongly decoupled state change, consistent with the results of the analysis of simultaneous equations model.(5)For the results, respectively, from the scale, structure effect, eliminate the effectiveness, the three aspects of the theoretical explanation.
