Facing the rapid urbanization and growing carbon dioxide emissions, there is anurgent need to change development patterns of Chinese cities and develop a low carboneconomy. However, the reduction of carbon emission will affect the economicdevelopment of the city inevitably. Therefore, it’s another important issue to be solvedurgently to achieve the win-win of the reduction of carbon dioxide emission andsustainable development of urban economic construction. This paper analyzes the theoriesof low-carbon city at home and abroad systematically and builds the Kuznets curvereflecting the relationship between urban carbon emissions and economic development. Ittakes Chengyang district of Qingdao city as an example to carry out an empirical research.First, this paper summarized the related theories of low carbon city at home andabroad and finds out that the research at home and abroad both reached consistent on thefollowing there aspects: City carbon emissions are mainly embodied in industry, building,and traffic area; there is a common inverse U curve relationship between city economicgrowth and carbon emissions; the ideal mode of city low carbon development is to achievethe decoupling development of economic growth and carbon emissions.Second, on the basis of the theories of low carbon economy, low carbon city, thedecoupling theory, and the environmental Kuznets curve theory, it analyzes the urbanenergy consumption, carbon emissions and economic development and establishes theKuznets curve model of urban low-carbon construction and development.Third, taking Chengyang district of Qingdao as an example, it analyzes the currentsituation of the economic development and carbon emission of Chengyang district,estabilishes the CKC curve and analyzes the eigenvalue in use of statistics modle,econometrics and other methods.Futheremore, using the LMDI analysis and IPAT model, this paper analyzes thefactors affecting the Kuznets curve, including the areas of industry, construction,transportation. Then it calculates the carbon emissions of the three key areas and analyzesthe Kuznets curve of the three areas.Finally, depending on different decoupling model assumptions, it predicts the future carbon emissions and the CKC curve trend under three different situations and offers theoptimized path of urban low-carbon construction and development.
