The bidding of the electrical equipment is an important part of the electrical power industry. With the bidding market improvement and development, especially the adoption of "intensive bidding" by the State Grid Corporation, for the procurement of electrical equipment to reduce the investment and cost of power projects, but also intensified the competition of the power equipment manufacturing industry. For the electrical equipment manufacturing enterprises’ the bidding is more and more difficult, even if the successful tenderer, after winning the profit margins are getting smaller and smaller. How effective a reasonable offer decision-making under the premise of ensuring product quality and timely supply of electrical equipment to the customer, but also ensures that the enterprise reasonable profit level, has become the important subject of all power equipment manufacturing enterprises. Therefore commence the tender offer decision-making of electrical equipment has a very important significance.On the basis of previous studies, from the perspective of electrical equipment manufacturing enterprises, first on the research of bidding theory and game theory applications, then analysis the use of the "five forces model" on the owners of electrical equipment tender status and characteristics of electrical equipment manufacturing industry, and on the basis of the particularity of the electrical equipment bidding, for the principles and methods for electrical equipment evaluation, and the use of game theory to build offering decision-making model to apply to the equipment tenderer. Using the "SWOT" matrix analysis for all the enterprises, also conducted in-depth analysis of competitors, and build the bidding price model with the actual case to verify the validity of the model in the tender offer ecision-making in the electrical equipment industry.As the competition of electrical equipment industry intensified, the scientific and practical requirements of the tender decision will be improved. In this paper, the main line is the tender offer decision-making of electrical equipment manufacturing enterprises, given the methods and ideas to ensure the successful rate, at the same time improve the level of corporate profits for electrical equipment manufacturing enterprises. With the same time, the paper provide a better solution for the encountered problem of Sediver in the tender offer decision-making practice. Due to the commonality of the electrical equipment bidding activities, the study conclusion provides an idea to solve the tender offer decision-making in the same industry.
