A Study On The Current State And Development Strategies Of The "Western Economic Uplift" In Shandong Province

Shandong Province is the third largest economy entity in China, which per capita GDP 56,323 yuan in 2013(according to the average annual exchange rate of $ 9,094).According to the criteria of industrialization stage, Shandong Province has been in the industrialization phase of maturity. In order to realize the coordinated development of Shandong Province, form the mechanism of coordination, enhance the regional competitiveness, Shandong Province issued a "Western economic uplift Zone",which ranging Zaozhuang, Jining, Linyi, Dezhou,Liaocheng, Heze city and Ningyang,Dongping County which in Tai’an City.“The Western economic uplift" is an important part of the strategic plan for promoting the coordinated regional economy,which is significant.Because the plan is just put forward,the relevant research is very little.Which is less than the "Yellow River Delta Economic Zone";"The Western economic uplift" is also relateively backward, like resource-exhausted city- Zaozhuang, which is facing enormous challenges of urban transformation.On the base of the development of urban agglomeration theory and the recent economic data and tax data,we can find the gap between the developed area in the east and western regions of Shandong Province, In order to find reasonable suggestions,we established the index system. The full text is divided into three parts:Part I: Chapter 1, Introduction. This section first described the research background and the significance,then summarized a literature review of study at home and abroad,and pointed out the research, research methods and innovation of this paper.Part II: Chapter 2 to Chapter 5,which is to analyze and compare the section of this article. Based on the review of related theories and methods,which analyzed the economic and tax state of "the Western Economic Uplift Zone",and estimated the difference among "the Western Economic Uplift Zone", "the Blue Peninsula Economic Zone" and "the North Jiangsu Economic Zone".Part III: Chapter 6 to Chapter 7, is the main part of this paper, including the establishing and evaluation system,the case to evaluate the state of "the Western EconomicUplift Zone",and the development recommendations.Economies decide tax revenue, Economic structure determine the tax structure, and the economic structure is decisive in the growth rate of total tax revenue. Therefore, in order to promote sound economic growth rate,we must constantly adjust and optimize the economic structure, Firstly, we must accelerate economic pattern and adjust the economic structure; Secondly, we must promote the upgrading of industrial structure, building a modern industrial system; Thirdly,we must persist in innovating; Fourthly, encourage developing various types of market players by deepening reform, Fifthly, we can strengthen tax management to promote adjusting economic structure.
