The weak financial support is one of the main bottlenecks restricting China’s agricultural development.Agricultural policy bank is the principal policy-oriented financial institutions governments for rural financial market regulation, the Agricultural Development Bank of China is the only one of the agricultural policy bank, over the years, although after several reforms, made a lot of eye-catching stage results, however, still can not fully play its policy functions.In this paper, the system reviews the literature on the basis of further affirmed the importance of agriculture policy banks in agricultural and rural development,but also pointed out some problems exist. The article also describes the unique way agricultural policy bank and its institutions, regional and regional imbalance theory,Financial Function View and institutional management theory.
