In recent years, with the economic and social development of the Kuiwen District of Weifang, Shandong Province, urbanization has speeded up and great changes have taken place in the rural economic system. Kuiwen District vigorously implements the Village-to-Community reform and tries hard to create a management system in accordance with the development of the city, aimed at promoting the adjustment of the public service system for the government. With the villager committee reforming to the resident committee and the villager reforming to the citizen, the employment, social security system and social management system of the rural areas will be integrated into the management of the city and the citizens reformed from the rural areas can enjoy equal treatments in education, health care, insurance and some other public service with the citizens in the urban area. By doing this, we aim to further enhance the living standards of the people.The analysis of the employment of the new citizens brings a totally new research angle to the study of the urbanization of the rural areas, thus having an influence on the comprehensive implementation of Village-to-Community reform and overall living standard of the new citizens. On the one hand, it can also provide a solution for the arrangement of the villagers who have lost their lands in the process of Village-to-Community reform. On the other hand, it can help to make the employment of the new citizens into the overall framework of promoting the employment of the citizens by the government. Therefore, it is necessary to have a thorough study of the employment of the new citizens and try to find the inherent law, thus providing a reference for the employment for the new citizens and the research of the urbanization. In addition, certain relevant studies concerning the village-to-community reform of Kuiwen District will have a great guiding effect on the balance between the urban and rural development, thus enriching the theories of urbanization. The characteristic is the thesis lies in that it is well targeted. Generally speaking, studies of the employment are either about the advantages or the disadvantages and the studies mainly focus on the employment. The thesis takes a comprehensive analysis of both the advantages and disadvantages of the employment and tries to analyze from the objective factors, especially taking the influence of the industrial plans and relevant policies as an important factor. By analyzing the advantages and disadvantages of the employment of the new citizens, the thesis aims to provide certain solutions to the employment. The analysis based on the local industrial plans and policies is more close to the actual situation, thus being more instructive and directive. In addition, the solutions proposed will be more well-targeted and effective.Based on the city’s overall economic development and employment situation, and by adopting seven Village-to-Community cases in Kuiwen District, the paper conducts investigation and analysis of the employment status quo through Village-to-Community reform, and dips into external environmental factors, such as gender and age, educational ability, their concepts of employment, different resident status, social relationships, job availability and other factors that have an impact on new citizens’ employment. The paper summarizes new citizens’ basic features of employment, analyzes the behavior of citizens in employment, finds out the current constraints using AHP research method and proposes strategies and ideas to increase public employment after the Village-to-Community reform. By doing this, we aim to provide a theoretical reference, making recommendations for improving government effectiveness and solving the problem of new citizens’ employment after Village-to-Community reform. The main objective of this study is to analyze the status quo through researching Kuiwen District’s public employment situation, basic characteristics and influencing factors of the Village-to-Community change, and put forward practical countermeasures to promote their employment. First, grasp the status quo of the existing changes in the village, mainly related to meticulous research into the scope of change in the village, the population structure, employment situation. Second, explore the factors that influence the new citizens’ employment from external factors to internal factors in which the political, economic, social and other factors are taken as the external factors while working ages, educational levels, demand as internal factors. Third, put forward recommendations and measures to promote new citizens’ employment after the Village-to-Community reform, and give feasible suggestions for the appropriate countermeasures factors, focusing on its recommendations operability.This paper presents suggestions to promote new citizens’ employment after the Village-to-Community reform. First, we should accelerate economic and social development to promote employment, rationalize industrial structure to more high-level jobs, strengthen infrastructure to improve workforce training and strengthen new citizens’ education and guidance to create employment community as a carrier and a unified employment service system. Second, under the guideline of "entrepreneurship to create jobs," we should give full play to the new citizens’ employment initiative, optimize business services, encourage self-employed workforce, actively promote government procurement of services and community volunteer service, and earnestly implement the entrepreneurship support policies. We can also improve employment multiplier effects, provide development opportunities for entrepreneurs, and accelerate Pioneer Park and entrepreneurial base, relying on the existing car industrial market, cultural and creative industry market, and established business base. Third, the government should intensify policy support to guide society to participate. It is essential to formulate relevant supporting policies, increase training, and strengthen information systems, while attracting business, civil society and other social capital to participate in solving the employment of landless peasants. In addition, the government should focus on the development of special customized jobs, widen channels on solving the employment problem, and thus form a pattern of the common active participation of government, business, and society.
