The development model of Industrial Park (IP) can give full play to the group superiority, through resource sharing, complementary, business coordination capacity to increase economy benefit, supported by numerous successful cases at domestic and abroad. A lot of enterprise gathered in the IP want to share production resources on the one hand to lower cost saving and to attract more customer order by the scale effect. The social and economic development change the diversification trend of customer demand for products, at the same time, the electricity and the direct selling and other modern marketing way create opportunities for the customer order. During this dynamic development mode, the production process were introduced the natural dynamic demand due to the dynamic demand caused by the product materials, more appropriate materials, logistics distribution system and distribution process led to a more greatly the dynamic and uncertainty.Multiple manufacturers in IP are cooperated to complete the material delivery using the Milk-run way, using start from a starting point, and then travel to different suppliers to deliver materials and finally travel back to the original starting point. When there are some kind of uncertainty during in the milk-run process, for this kind of regional logistics, the distributed execution plan and its control have brought greater difficulty. In the IP, as one of the most important aspects of the supporting services, logistics services become the key factor for restricting the development of the park economy. The reasonable configuration and utility of logistics resources will have an important influence for the operation performance of an IP, which is a key link in the process of logistics service supply chain optimization. The milk-run logistics mode, a small-batch and high-frequency and multi-vehicle logistics service, provided by the Supply Hub in Industrial Park is used to release the pressure of the park land resource and the vehicle transportation resources. Based on the configuration of supply chain management, production logistics linkage, the collaborative optimization and the theory of vehicle scheduling, we took the vehicle assembly line of a manufacturer in the park as the research object, analyzed the dynamic configuration and planning requirements of production mode which is multi type and small batch, described the milk-run logistics model in the park. Besides, we proposed the Internet-of-Thins-based JIT two-stage logistics routing mechanism to realize effective matching of distribution planning and the logistics execution, under the framework of dynamic linkage. At the same time, we designed an improved genetic algorithm to solve the system model. Finally, according to the specific characteristics and application environment, we development the real-time vehicle decision-making system, which has provided the theory and application support of logistics routing for the enterprises in industrial park.In this thesis, we researched the logistics routing and the vehicle path optimization problem based on the dynamic production rhythm, which not only has high academic value for the Vehicle Routing Problem, but also make a good example for the mail post, railway wagons and bus dispatching problem.
